of this unique geography this street facilitates traffic beyond that of the use of the
fronting residents. Concern has been expressed over the use of the street by construction
traffic utilizing the roadway to transport equipment and materials between the proposed
Brookfield Addition and the proposed Sweet Bay Ridge subdivision.

Staff feels the traffic being experienced with the transport of materials and equipment
between these two sites is due to a construction contract, which requires utility
installation both on CR 5 and on Variolite and Armstrong. This traffic is anticipated to
cease with the completion of this utility work. Future construction traffic associated with
the infrastructure and building construction within these subdivisions are anticipated to
primarily utilize CR 5 for Brookfield and Variolite for Sweet Bay Ridge.

Chairperson Elvig inquired about the timeframe for this project.

Public Works Director Olson replied the project is expected to be completed by this fall; October
15th is the deadline.

Chairperson Elvig asked ifthere is a section that might be completed prior to that.

Public Works Director Olson explained with the Northwest Sewer project there is a great deal of
construction traffic that had to do with the watermain installation, which should be completed in
September.

Chairperson Elvig clarified that there may be a reduction of traffic on Welcomes Road by the
end of September, but some of the construction traffic may linger into the October 15th
timeframe.

Public Works Director Olson responded in the affirmative.

City Engineer Jankowski indicated the City had received a petition from the Welcomes Road
Neighborhood for certain issues associated with the road. One request was for traffic counts
before and after the road is paved. Counts were taken on Friday and Monday; the amount of
traffic on those two days was 121 vehicles per day and 153 vehicles per day.

City Engineer Jankowski provided the following overview of traffic concerns:

Regency Ponds Neighborhood:

This neighborhood has been impacted by the closure of the intersection of Bunker Lake
and Ramsey Boulevards. Traffic is traveling through the neighborhood to circumvent the
intersection closure, which is anticipated to remain in place until August 1 st.

Since this is a temporary condition staff suggests two measures be considered for
implementation during this interim period. First, increased police patrol to insure
compliance with the 30 mph speed limit and continued use of the speed trailer to remind
motorists of the need to adhere to the 30mph speed limit.
