A request for a building permit for the club house has been received but the requirea $71,000 bond to assure developnent of roads and drainage has not been received. It>tion ~ Councilmember Cox and semnded ~ Counci1member Schlueter to approve of the Personnel CarlDittee conducting a closed meeting on January 16 and JanuaI}' 23, 1986 at 8:00 a.m. at the Ransey Municipll Center. ~e purpose of the closed meeting will be to discuss the on-going APSCME Union labor ex>ntract negotiations and to give the appropriate direction to the City Attorney relating to these negotiations. Said meeting is to be ex>nducted and authorized pursuant to the Minnesota open meeting statute. Q)odrich stated that he and Ms. Frolik met with Callpaign Success, Inc. on January 10, 1986. ~e City's agreement with CSI was for one publication of the Tri-Ci ty Newsletter only and that has been CDIlpleted. Mr. Goodrich stated that CSI does not wish to continue to publish the Newsletter in it's ~esent format; it has become evident that selling ad space in the newsletter is not viable enou~ to cover the cost of the newsletter; it was reamoended that the Ci. ty proceed wi th a newsletter subsidized ~ Ci ty funds. It was also reported that 4th class mailing is not getting to all residents adequately and it was re<xmoended that future newsletters be delivered 1st class. Ms. Frolik reported that she contacted Chanplin and their monthly newsletter costs about $l,OOO/month for pcinting which is taken fran their City's general fund. Mr. Q)odrich added that with pcinting, mailing and Ms. Prolik's time, the City would be looking at about $20,000/year for a monthly newsletter. HI.
