As an added bonus
to working with Coon Rapids Development Company, the CROC would agree
to pay a -rebateR of 10 percent of all origination fees exceeding
$1,200. This will provide some incentive for more communities to work
directly with CROC as well as provide a reimbursement for the project
recruitment process which currently is not available through
Opportunities Minnesota Incorporated (OMNI).

This proposal is subject to radification by the Coon Rapids
Development Company shareholders. We are, at this time, asking you to
review this proposali and we will be in contact with you within the
next week to determine your level of interest.

We are hopeful that this proposal will encourage even greater coopera-
tion among Anoka County communities in our economic development
efforts ~nd will look forward to discussing this with you.

If you have any questions or if you would like additional information,
please contact our Administrator, Connie Bills, at 780-8681.

Sincerely,

~~d10~4

Michael F.
