10 Minutes CASE t18:

LANDFILL SJ:'rIK;
By: Dave Hartley, City Administrator

Background:

Currently the State Legislature is considering legislation which would repeal
parts of the Metropolitan Waste Management Act that requires that inventory
sites such as Site P in Ramsey be identified as locations for future landfills.
With this le~islation removed Ramsey could receive requests from owner
operators to Sl.te landfills in Ramsey. However, the City of Ramsey has not
established criteria for reviewing such requests. Therefore, it is suggested
that a study be undertaken to establish appropriate criteria for reviewing any
such requests, and until such a study is completed that a moritoritnn be placed
on the acceptance of or granting of requests to site landfills in Ramsey. This
moritoritnn should be no longer than one year and should be established by
ordinance introduced at the April 12, 1988 meeting.

Enclosed for your information is the proposed resolution. The ordinance will
be available at the meeting.

ReCOIIlIleIldation:

COuncil Action:

Motion to:
Introduce Ordinance #88-_ establishing a moritoritnn on the acceptance of
requests to site landf ills in Ramsey.

-and-

Motion to:
Adopt Resolution #88-___ to conduct a study to determine appropriate
criteria for reviewing requests to site landfills in Ramsey.

Review Checklist:

Administrator ~
Attorney ~
Engineer
Community Developnent Director

Chief of Pol ice
Finance Officer
Public Works Superintendent
other

10'-
