Councilrnernber adoption: introduced the following resolution and moved for its RES([,Ul'ION #88- RESCLUTION 'IO (X)NOOcr A SWDY 'IO DETERMINE APPROPRIATE QUTERIA FOR REVIEWING REXJUESTS 'IO SITE LANDFILLS IN RAMSEY ~, the Minnesota state Legislature is considering repealing portions of the Metropolitan Waste Management Act that require the establishment of inventory sites for landfills; and WIIERE'AS, if said legislation is repealed, persons wishing to create landfills may do so by making application to various agencies and the City of- Ramsey; and WHEREAS, the City of Ramsey does not currently have established criteria for the proper review of any such requests to site landfills; and WIIERE'AS, state law authorizes local units of government to establish reasonable requirements and criteria for the review of requests to site landf ills. NO\' 'lHEREFORE, BE IT RESCLVED BY THE CITY CClJOCIL OF THE CITY OF RAMSEY, ANOKA <XXJNrY, STATE OF MINNESal'A, as follows: 1) The City Mministrator is hereby instructed to commence a study to determine the appropriate criteria to be used in the review of requests to site landfills and the reasonable requiranents on the operation of landfills generally. 2) The City Administrator is authorized to use the services of Hakanson Anderson Associates, Inc. to assist in the technical review of said criteria and requiranents. 3) The City Administrator is authorized to use the services of Randall, Oehn, and Goodrich and LeFevere, Lefler, Kennedy, O'Brien, and Drawz to assist in the legal review of said criteria and requiranents. The notion for the adoption of the foregoing resolution was duly seconded by Councilrnernber and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the fOllCMing abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 12th day of April, 1988.
