<br />(b) N:> organization shall be eligible for a gambling license unless, for <br />the three (3) years inmediately preceding the date of application, it has <br />demonstrated that during that ~riod it has ~rformed substantial services <br />within the City of Ramsey or on behalf of residents of Ramsey; <br /> <br />(c) N:> more than one hundred four (104) bingo occasions each year and two <br />(2) bingo occasions each week shall be conducted by any organization. No <br />~rson who leases premises to two (2) or more organizations for purposes <br />including the conduct of bingo shall allow more than two (2) bingo <br />occasions to be conducted on the premises in any week; <br /> <br />(d) l'b organization shall hold more than three (3) gambling licenses for <br />locations in the City of Ramsey; <br /> <br />(e) Before any ~rson may serve as gambling manager for any organization <br />licensed to conduct gambling in the City of Ramsey that person must have <br />satisfactorily completed a course of instruction conducted by the <br />Minnesota Charitable Gambling Control Board on the duties and <br />responsibilities of the gambling manager. <br /> <br />130.125. Investigation. Every organization which files an application <br />for issuance or renewal of a charitable gambling license shall aeliver the <br />application to the City Administrator. The City Administrator shall <br />investigate each application and report their findings and recommendations <br />to the City Council. <br /> <br />130.126.' Filing of records: inspection; access to records. <br />(a) Every organization licensed to conduct gambling in the City of Ramsey <br />shall file with the City Administrator copies of all records and reports <br />required to be filed with the Hinnesota Charitable Gambling Control Board <br />pursuant to Minnesota Statutes, Chapter 349 and the rules and regulations <br />pranulgated thereunder. The records and reports shall be due at the same <br />time they are due to the Board: <br /> <br />(b) Every gambling event in the City of Ramsey conducted by an <br />organization under Minnesota Statutes, Chapter 349 shall be open to <br />ins:Pection by officers of the Ramsey Police Department; <br /> <br />(c) The City AClministrator or employees of the Police Department at the <br />direction of the City Administrator may inspect, at any reasonable time <br />without notice or search warrant, all records of a licensed organization, <br />including gambling account and other bank records, required by the <br />~.innesota O1aritable Gambling Board to be maintained and preserved. <br /> <br />130.127. Lawful gambling at on-sale establishments. Lawful garnbling at <br />on-sale liauor, wine, and 3.2'beer establishments shall be conducted in <br />compliance -with the follc:wing regulations: <br /> <br />(a) Only Class B and Class D gambling licenses may be issued, except <br />where the licensed g~cbling org~~zation also holds the on-sale liquor, <br />",ine, or 3.2 beer licenses for the premises, in which case any class of <br />g~cbling license rnay be issued: <br /> <br />(b) On-sale establishments shall be limited to one licensee garrbling <br />organization at anyone time in the licensee premises and any rooms <br />adjoining the prsr.ises under t.'1e saine marL8ge.llent.
