That Atlas ooes not profOse to burn anything in its incinerators which <br />is not already being burned elsewhere in the country and that the MPCA <br />reports that Atlas' incinerator proposal is similar to many that <br />already exist in the state of Minnesota and other than to meet air <br />quality standards, the M.PC'A representative stated that Atlas' proposal <br />does not appear to r€.quire other special reguiranents. {6/16/88 - Page <br />3} <br /> <br />31. That Atlas testified that the percentage arnou.'1ts and t}"pes of waste to <br />be burned are as fOllOv.'s: <br /> <br />10% Cardboard, floor sweepings, paper, wood <br />15% Wood scraps, industrial trash <br />5% Refuse, garbage <br />5% Animal wastes, lab by-products <br />5% Pathological ,,'astes <br />15% Tars, paints, resins, solvents, sludges <br />15% Plastics, rubber, wood wastes <br />30% Hospital wastes including pathological and infectious <br /> <br />32. That Atlas is not proposing to burn hazardous waste in the <br />incinerators. {6/7/88 - Page 7} <br /> <br />33. Tnat the profOsed use will create additional traffic to and from the <br />subject property. <br /> <br />34. 'fuat there are no other similar permitted uses in the City, ho.vever, in <br />1987, the City did issue a conditional use permit for an asphalt plant <br />vlhich use does require a "Air Emissions Facility" permit fran the l'1PCA. <br /> <br />35. 'fuat the profOsed use vdll/wil' not be unduly dangerous or otherwise <br />detrimental to persons residing or working in the vicinity of the use, <br />or to the public welfare. <br /> <br />36. That the proposed use ,,-'ill/will not substantially adversely impair the <br />use, enjoyment or market value of any surrounding property. <br /> <br />37. Tnat the proposed use is/is not harmonious with and in accordance <br />with the specific objectives of the City's Comprehensive Plan. <br /> <br />38. That the proposed use will/will not be designed, constructed, <br />operated and maintained so as to be harmonious and appropriate in <br />appearance with the existing or intended character of the 1-1 <br />Industrial District. <br /> <br />39. 'fuat the proposed use will/will not be hazardous or disturbing to <br />existing or future neighboring uses. <br /> <br />40. Tnat t.~e proposed use v:ill/,,'i 11 not be a substantial improvement to <br />property in the immediate vicinity and to the corrununity as a v.'hole. <br /> <br />41.
