19. '!bat certain questions relating to the anission levels and the overall
air quality risk have not been addressed by the MPCA and Atlas,
h(},t,7ever, the Canmission finds that the MPCA is the regulatory agency
with resp:msibility for making health risk determinations and that the
MPCA will study emission rates and any health risk to people. The
Commission further finds that no MPCA permit will be issued to Atlas
unless the MPCA determines there to be no adverse health risk to the
cornrnunity. (6/7/88 - Pages 4 and 5)

20. '!bat Atlas reports that a typical hane range which burns natural gas
emits five times more concentration of carbon monoxide than what is
being proposed for maximum limits at Atlas' proposed incinerators.
(6/16/88 - PageS)

21. That the proposed incinerators will have the capacity to burn a maximlml
of 38 tons of waste ~r day.

22. That Atlas will be generating approximately 3 tons of ash per clay and
hauling away approximately 3 loads of ash ~r wee~~. (6/16/88 - Page 6)

23. That ash residue fran the incineration presently is not ~rrnitted to be
landfilled in the state of Minnesota and therefore, it will be shipped
to two landfills, either in Wisconsin or IONa.

24. That the waste to be burned in the" incinerators will be pre-packaged
or stored in sealed containers for disposal. (6/7/88 - Page 8)

25. That Atlas incinerators operate at 1800 degrees which destroys odors
and Atlas will have a secondary containment so that any liquid spills
will be caught i.rranec1iately and not get into the soil (6/7/88 - Page 8)

26. That the tanks on the site will be used to store liquid waste and fuel,
including \-later used for floor washing which is collected from the
research facility. (6/7/88 - Page 9)

27. Tnat on-site storage of packaged wastes will be 1iIr.ited to 72 hours and
on-site storage for 1iquie v.'c.stes v.'ill be liIr.ited to 15 days and that
biological rraterial will be stored in refrigerated areas no longer than
72 hours. (6/7/88 - Page 9)

28. That according to the regulations for Environmental Assessment
Worksheets, the prop:>sed incinerators 00 not requi re an Env ironmental
~~sessment Worksheet (E~J), but that Atlas will be voluntarily
completing the EAW. (6/7/88 - Page 5)

29. That the V~CA has stated that it will not issue a permit for the
incinerators until the EM~ is completed and a finding of negative
irnFact is issued.
