'lliat several rranbers of the public who sp:>ke at the public hearing ",'ere <br />residents of the Hunter's Hill subdivision and generally, these <br />residents were opposed to the proposed incinerator burn use but were <br />generally in favor of the manufacturing use which is prop:>sed by Atlas <br />to be part of its facility. <br /> <br />8. 'lliat pursuant to the Ramsey City Code Section 170.0l6D, the Commission <br />has considered the application of Atlas for a conditional use ~rn1it to <br />operate an incinerator burn facility as a part of its research <br />facility. <br /> <br />9. 'lliat contract burning is not a permitted use in the 1-1 Industrial <br />District even though research labs and testing labs are a permitted <br />use. <br /> <br />10. That the Minnesota Pollution Control Agency (MPCA) is the State's <br />regulating agency and is responsible for the regulations and <br />enforcement of the Federal Clean Air Act and various State laws and <br />regulations regarding air quality and other aspects of pollution <br />control. <br /> <br />11. Tnat the prop:>sed use will be required to obtain and have in effect at <br />all times an o~rating permit issued by the HPCA, which permits are <br />issued in 5 year increments. (6/16/88 - Page 5) <br /> <br />12. ']bat the MPCA will be monitoring the incinerator facility on a regular <br />basis pursuant to its rules and regulations. <br /> <br />13. Tnat the prop::rty adjacent to the subject property to the east, north, <br />west and. south is zoned 1-1 Industr ial. <br /> <br />14. That the adjacent property to the northeast is zoned R-1R Rural <br />Residential and the closest residential dwelling is approximately 550 <br />feet from the northeast corner of the subject property which <br />residential property is Lot 9, Block 4, Hunter's Hill. <br /> <br />15. That there will be one semi-truckload of waste to be disposed per day <br />for L~e first year or two of the op::ration and at no time during the <br />permitted use will incoming trucks containing waste to be disposed <br />exceed four per day. That the incinerators will produce a white plume which emissions <br />consist of carbon dioxide, water, and trace amounts of carbon monoxide. <br />40% of the plume consists of water vap:>r. Tnat the efficiency of the incinerators on gas removal will exceed 90% <br />and the removal rate for p3.rticulate matter is approximately 99.9%. <br />(6/7/88 -Page 3) <br /> <br />18.
