ORDINANCE NO. 88-____ CITY OF RAMSEY ANOKACOUNTY, MINNESOTA AMENDMENT TO CF..APTER 90 OF THE RAMSEY CODE BY THE ADDITION OF SECTION 90.04 ENTITLED "MOTOR VEHICLE REGULATIONS ON PRIVATE AND SEMI-PRIVATE PROPERTY". . The city of Ramsey ordains: SECTION ~. AMENDMENT section 90 of the Ramsey city Code is amended by the addition of the following section. 90.04 MOTOR VEHICLE REGULATIONS ON PRIVATE AND SEMI-PRIVATE PROPERTY 90.04~ DEFINITIONS 1. "Vehicle" means every device in, upon, or by which any person or property is or may be transported or drawn upon a highway except devices moved by human power or used exclusively upon stationa=y rails or tracks. 2. lIMotor vehicle" means every vehicle which is self-propelled and not deriving its power form overhead wires. 3. "Motorcycle" means every vehicle having a saddle for the use of a rider and designed to travel on not more than three (3) wheels in contact with the ground, including motor scooters, minibikes, bicycles wi th motor attached, but excluding a tractor. 4. "Public property" is property that may be used by all of the public subject to reasonable regulation by a governmental body. For the purposes of this Chapter, such property includes City parks or parking lots and school parking lots or yards, but does pot include public ~treets and highways. 5. "Semi-public propertyll means private property generally open for use by the public but not owned or maintained by a governmental body. Such property includes without limitation church p::-operty, shopping center property, and other property generally used by patrons of a co~~ercial or private business establishment, but not including private streets in residential areas. 6. "Private property" is property owned by a person, firm, voluntary association, or corporation other than a governmental body and is not generally open for use by the public. ?3
