<br />30 Minutes <br /> <br />CASE 11: <br /> <br />REOUFSTFOR CDNDITIONAL USE PERMIT TO (X)NSI'RUcr AND OPERATE <br />CON'l'AACr INCINERATORS IN '!HE RESFARaI roRTION OF WEIR OPERATIONS; <br />CASE OF ATLAS INCINCERATORS, INC. <br />By: Anne Norris, Ccmnunity Deve10pnent Director <br /> <br />Background: <br /> <br />Atlas Incinerators, Inc. is proposing to locate their corporate headquarters, <br />manufacturing operations and research facility on 16 acres located northwest of <br />the intersection of Cty. Rd. *116 and Sunfish Lake Blvd. N.W. The facility <br />will include 9,600 square feet of two-story office sface; 28,000 square feet of <br />manufacturing area; and 28,000 square feet for a research and service facility. <br />The buildings are proposed to be constructed of precast concrete. <br /> <br /> <br />Atlas Incinerators, Inc. is also proposing to include incinerators for contract <br />burning in their research facility. <br /> <br />The site is located in the 1-1 Industrial District. Offices, manufacturing and <br />research facilities are permitted uses in this District. However, a contract <br />burning facility is not a permitted use in the 1-1 Industrial District. <br /> <br />Enclosed are the following items for your information: <br /> <br />a) Appl ication <br />b) Site location map <br />c) Proposed site plan <br />d) Letter fran JaCX3:ueline Eastwood dated May 29, 1988 <br />e) Letter fran Kay McCulley dated June 8, 1988 <br />f) Letter fran Beverley Bilben dated June 16, 1988 <br />g) Minutes of June 7, 1988 public hearing <br />h) l-"rinutes of June 16, 1988 public hearing <br />i) Proposed findings of fact <br />j) Proposed conditional use permit <br /> <br />O:>servations: <br /> <br />Atlas' rrajor business is manufacturing incinerators and pollution Clean-up <br />equipnent. The contract burn facility is propsoed to occupy approximately 7% <br />of the facility. Atlas is requesting a permit from the Minnesota Pollution <br />Control Agency to burn a maximum of 38 tons per day in this facility. No <br />hazardous wastes will be permitted to be burned in this facility. No loose <br />refuse,will be accepted at the facility; all waste will be prepackaged for <br />disposal. <br /> <br />The Planning Cormnission conducted a public hearing on Atlas' request on June 7 <br />and 16, 1988. The Planning Commission will be considering this request on June <br />23; their recorrunendation will be available at the meeting. <br /> <br />At its meeting on ~BY 10, 1988, the Economic Developnent Commission recommended <br />approval of the conditional use permit reqL.'€st. <br /> <br />~8 <br />
