-;
!-i
~.

company or the city or the governmental agencies say. That
is a sad statement of our life, isn't it? The positive
benefit is that the people can make wonderful watch dogs of
industrY and government. Everybody comes out ahead because
of that.

1
5
~
,i
~-
'1
'j
~
~1

I have read many articles about the increase in illeqal
disposal of hazardous and other waste materials. I ~m much
more frightened by this than I am 0+ disposal done in a
regulated industry. I have no control over my neighbors who
may pour oil on the soil or throw paint cans in the garbage
or put pesti ci des on thei r 1 awns. I c,,<nnot stop them from
smoking in their own homes or burning their uncontrolled
fireplaces in the winter. I do some of these things myself.
Nobody is goi ng to II shut dOI-Jn II me or my nei ghbot- or' thOSE!
people and companies who are illegally dumping waste and are
not caught. A company like this can be shut down by the peA
or EPA if it doesn't meet acceptable standards. I feel much
sclfet- wi th thclt.

Personally. I hope this does not come to a public vote.
That would lengthen the process more than Atlas might be
able to handle. More importantly too many people would
negatively vote because of the one word, incincerator,
without becoming informed enough to make an intelligent
decision.

You are in a difficult position when you must decide on such
an emotionally charged issue as this. I hope you will be
able to look ~t all sides and arrive at satisfactory answers
to your questions. If your decision is to grant the permit,
I hope that will mean you are convinced that the plant will
not cause a health hazard to us, that the company is
responsible, and that it will meet and exceed industry
regulations. If you decide against the permit, I hope that
decision would be made because you have studied the evidence
available and believe ~he incinerator would cause
environmental problems; not because there is some vocal
opposition that is difficult to deal with.

It is your job to make the decision. I don't envy youths
po~ition you are in, but it just goes along with the job.

I wish there could be 100% assurances that the st~ck
emission would be 10~~~~ clec:m. I know that is not possibh.~.
If this company can prove it meets all the regulations so
that the environmental concerns are acceptable, I believe
the permit should be granted.

4;~~'

Kay I'1cCulley
42;'-3866

~~
