<br />Mr. Zupon - Stated that Atlas' request should be put on the November <br />election ballot. <br /> <br />Pob schwartz - 5600 l42nd Avenue - Stated that he thought Ramsey had a <br />charter that allowed citizens to vote on an issue that affected them. <br />Stated he is cxmcemed about the addi tionaltraffic created by semi trucks <br />making deliveries at Atlas and the potential for hazardous waste to be <br />brought in, refused by Atlas, and spilled during some accident in that <br />process of bringing it in and out of the City. <br /> <br />Mr. Labat - Stated that no hazardous waste can be trucked in unless it is <br />contracted to be brought in and Atlas won't contract for that. Regarding <br />additional traffic, there would be one semi fer day for the first year or <br />two and the maximurn of inCOOling trucks fer day would be 4. <br /> <br />Hr. Goodrich - Referred to an ea"rl ier comment and stated that the City <br />Charter does have provisions for ini tiati ve and referendum. Anyone can <br />receive information at City Boll regarding initiating an ordinance for a <br />referendum election. City Counci could also request an advisory question. <br /> <br />Bruce Bacon - 7363 l75th Avenue - Stated that it is a big advantage to have <br />t-tr. Labat come forward and make testing data on incineration available to <br />the State. Inquired if there is a State budget adequate to handle test <br />burns or do they have to purchase that information from other <br />organizations. MPCA should be on the forefront of watching out for the <br />people's interest. Is there a chance that e>..-periments can be performed in <br />scientific labs rather than depend on host communi ties to accumulate the <br />dat~. <br /> <br />Dan Berg - Stated that the ipxormation used to determine emissions that <br />will come from an incinerator is based on data from other existing <br />incinerators. Tne eJ1vironmental process involves gathering information to <br />determine emission levels, evaluation for dispersion over land, affect to <br />people over time and stack tests. In a regulator role, MPCA hires <br />independent labs to perform tests. MKA does not have the staff or budget <br />for regulatory testing. MPCA has the ability to do some ambient monitoring <br />to a certain extent. <br /> <br />~tr. Labat - Stated that Atlas intends to share any oata information <br />developed in order to assist Minnesota in regulating the incineration <br />industry. T'ne biggest problem in this industry, which is one of the <br />industries that ,,",ill be solving \o.'aste disFOsal problems in the future, is <br />the fear of the unkno'rm and the more data Atlas can develop, share and <br />analyze, the better it will be for evervone. <br />.... <br /> <br />County Ccrnmissioner Haas Steffen - Stated that there have been comments <br />comparing Atlas' proposal to the RDF facility in Elk River and the mass <br />burn facility in Benl1epin County; the discussion is getting off trac}~. In <br />terms of size, how does Atlas' incinerator compare to MPCA approved <br />incinerators being used allover the area. <br /> <br />1'4'.
