Steffen requests. He ooesn't knCM the size of other various facilities.

lis. Steffen - Stated that the incinerator Atlas builds is for sale to other
companies. . If Atlas builds an incinerator and MPCA approves it at the
Atlas site, does the incinerator still go through an approval process if it
is installed at a site in Minnesota?

~!!'. Berg - Replied that all environmental review and permitting for
incinerators and accompanying equipment is site specific.

Ms. steffen - Inquired if it is safe to assume that if Atlas is burning
more than one type of waste, the requirements placed on them will be more
stringent than on site specific operations where companies burn one ~~ of
waste.

Mr. Berg - Stated that there is specific information Atlas' proposal can
provide but MPCA also has to rely on data from similar facilities
throughout the world.

Olairrnan Zinunerman stated that Atlas .....ould be bound by the conditions in
the condltional use permit; if there are violations of the conditions, the
permit is revoked.

~tr. Lichter - Stated that he understands that PCA did a health risk
assessment and bio-cumulation at the Winona incinerator and the numbers
indicate a signficant health risk may exist to fisherman consuming fish
fran the ~.i.ssissippi back waters. T'ne controls for that facility are more
extensive than they would be for ~tlas'.

Mr. Berg - Noted that the Winona facility is a municipal solid waste
facility burning 150 tons per day. A study of the river back waters
provided risk numbers indicating about 60 additional cancers to sports
fisherman in a population of 100,000 over a lifetime; Health Department
standards are 1 additional cancer in a population of 100,000. The
situation vdth Atlas is different because of it's size, materials to be
burned, incinerator type, prevailing weather conditions, stack height and
proximity of back waters.

Bruce Bacon - Inquired if the plume fran the BOF in Elk River blCM Ramsey's
way.

I>tr. Berg - Replied that he dian' t think Elk River's plume drifts t0y'7ards'
Rainsey but it will be studied.

Bruce Bacon - Inquired if the funds in l>"JI. Berg's department are adequate
for the mission going on.

~tr. Berg - Stated that he feels very good about MPCA's ability to
scrutinize this particular project to the c5egree needed.

Kristina Hunt - 6337 l43rd Lane - Stated that her lifestyle is that she
likes to be outside and she doesn't want to breathe stinky air. Will
Atlas' operation affect private well water?
Pla.'1I1ing & Zoning Public Bearing/June 7, 1988

Page 70f 12

18
