Val Carver - Stated that in the design of the system Atlas is proposing, very close attention has been paid to environmental affects and problems. CA1e of the first and foremost problems to bad odor is the tipping floor, like that used in municipal dumps, where waste sits for days waiting for diSJX>sa1. Atlas' facility will take in pre};ackaged waste to help minimize odors. Atlas operates it's incinerator at over 1800 degrees, which destroys odors. Regarding contaminating private wells in the area, anywhere Atlas handles waste materials they will have a secondary containment so that if there is any spill, it will be caught immediately and it will not get into the soil. The chances of stack emissions polluting well water are virtually neglible. The chances of having well water affected by a dump are a trillion times more probable. 'llie scrubbing system Atlas employs is the latest in technology so all that is going out of the stack is carbon dioxide, water and trace amounts of carbon monoxide. Todd Hunt - 6337 l43rd Lane - Stated that contrary to statements in Atlas' letter to area residents., he doesn't believe Atlas being in the area \-"ill raise property values. Mr. Hunt stated that he has no problem \-"ith the manufacturing but he is concerned with the incineration part of the plant. Jack Ippel - Stated that he has seen Atlas' presentation 4 or 5 times and he wishes all the people in the audience could have had the same opportunity. l-1r. Ippel stated that Ramsey can use some jobs closer to hane "and a $4,000,000 payroll company; Ramsey has the opportunity to put sanething here that will be positive. Everybody says manufacturing is fine but they are concerned with the contract burn portion. Pollution control is high tech a."1d Atlas is a company trying to provide a solution to sane of the problans that exist. European countries and Japan are far ahead of the u.S. when it comes to incineration of mixed waste; the Americans are leaders in on-site incineration. Up until nCM', all of this waste has been going into a landfill in our back yard. Atlas is working \dth companies and hospitals to do on-site incineration in order to take care of the waste where it is generated and prevent it fran getting into the waste stream. Atlas should be applauded for finding a way to handle the waste before it gets into Ramsey's landfill; probably some of that same waste they are trying to provide the technology to burn is sitting in Ramsey's lanafill right now. Atlas wants to guarantee the future of their company by being on the leading edge of technology. ~~at Atlas is burning is not mixed waste; it is a specific application at a specific time so they don't take a chance on coming up \-"ith a new substance. !-ir. Ippel noted that Atlas \-"cula bereguired to come before the City and request an amendment to their conditional use permit to ehpand the incinerator operations, therefore, the City is in the driver's seat. Val Carver - Referred to earlier comments regarding what happens if sanething doesn't go right and stated that in the technical document there are 3 pages of self-irnposea lirr.its. If Atlas cannot maintain those limits, the plant s.'"luts down until whatever is causing Atlas to go outsic;e those limits is corrected. HPCA will review Atlas' proposed regulations ana impose their a.m set of regulations also. Everything Atlas proposes to burn is currently being burned in many incinerators allover the u.S.
