Absent: Commissioners Holm <br />and Hendriksen. <br />Case #11: R =st- For City Participation (Tax Increment Financing) In <br />Pr= Project; Case Of Mr. Duke Carlson And Mr. Rick <br />Foster: <br />Mr. Duke Carlson and Mr. Rick roster presented plans for a 32 -unit <br />apartment complex to be developed south of the Food 'n' Fuel on St. Francis <br />Blvd. <br />Motion by Commissioner Shumway and seconded by Commissioner Terry to <br />recommend approval of the request by Mr. Rick Foster and Mr. Duke Carlson <br />for City participation in the proposed apartment project. <br />Further Discussion: Chairman Zimmerman suggested that since there will <br />probably City participation in the project, measures be taken to be sure <br />the apartments are not marketed as condominiums in the future. <br />Motion carried. voting Yes: Chairman Zimmerman, Commissioners Shumway, <br />Terry, LaDue and Howell. Sybrant Addition; Case <br />Of Mr. Richard S nt• <br />Mr. Ken Gust was present representing Mr. Sybrant and presented a sketch <br />plan for a subdivision of 70 acres located north of Whispering Pines <br />Estates, west of County Road #83 and south of Whispering Pines Estates Plat <br />3 . <br />Motion by Commissioner LaDue and seconded by Commissioner Howell to <br />recommend that Mr. Richard Sybrant proceed to the preliminary plat stage <br />for his proposed subdivision north of Whispering Pines Estates. <br />Motion carried.
