grading plans for The worth Forty, a 40 acre parcel located north of
Central Park and east of Armstrong Blvd.
The Commission reviewed the City Engineer's report dated March 1, 1988.
Mr. Gust reported that there are soil borings and a copy will be forwarded
to City Engineer Raatikka.
Discussion ensued regarding the Park Commission's recommendation to acquire
a strip of property along the east side of the property for use in the
City's proposed multi -use trail system. Mr. Gust stated that he believes
there is an error in the Park Commission's computations as a 4u - 6u foot
strip along the property boundary does not add up to 4 acres.
Notion by Commissioner Howell and seconded by Commissioner Shumway to
recommend that City Council approve of Mr. Richard Sybrant's request for
preliminary plat approval of The North Forty contingent upon the following:
1. Compliance with Items S2 and #3 of the City Engineer's report
dated March 1, 1988.
2. That the plat be sent back to the Park and Recreation Commission
for proper description of their requirement for acquisition of
land for the proposed multi -use trail system.
3. Compliance with guidelines set forth by the County Engineer in his
letter dated February 23, 1988.
Further, to recommend that variances be granted to lot width for Lot 4,
Block 3 and to minimum cul-de -sac length.
Motion carried. voting Yes: chairman Zimmerman, Commissioners Shumway,
Terry, LaDue and Howell. Voting No: None. Mr. Dreher noted that there is a
slight change from what was presented during site pan for Phase I in that
the building will be 4u -45 feet shorter to accommodate a contiguous pi ay
area required by the major tenant, a day care center.
Motion by Commissioner Shumway and seconded by Commissioner Howell to
recommend that City Council approve Mr. Dreher's request for site plan
review.
Further Discussion: Commissioner Howell expressed concern with the
proposed location for the day care center playground. Mr. Dreher explained
that the State and County requires the play area be contiguous with the
center; the proposed location is the only location for a playground that
would be continguous with the day care center.
Special Planning and Zoning Commission /March 3, 1988
Page 3 of 5
1*1
