Hakanson <br />Anderson <br />Assoc., Inc. <br />March 17, 1988 <br />Mr. Gerald Zimmerman, Chairman <br />Ramsey Planning & Zoning Commission <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br />Re: Preliminary Plat Review of Oakwood Hills <br />Dear Mr. Zimmerman: <br />Engineers, Surveyors & <br />Landscape Architects <br />We have reviewed the above referenced preliminary plat which is <br />located in the rural service area of the City. <br />Following is a list of comments resulting from our review of this <br />preliminary plat: <br />1) The proposed plat consists of 16 lots varying in size from 3.66 <br />acres to 2.00 acres. City Code 170.016A requires the minimum <br />lot size in the R -1 residential district to be 2.5 acres. <br />Therefore, all the lots located in Block 2 and 3 do not meet <br />the minimum lot size requirement. Lot 4 in Block 3, Lots 3, 4, <br />5, 8, 9 and 10 in Block 1 do not meet the minimum width of 200 <br />feet at the building setback. In addition, Lots 1 and 10, <br />Block 1 and Lot 2, Block 2 do not have 200 feet of frontage on <br />a City street. <br />2) Soil borings and soil classifications were submitted as <br />required by Article 170.037B(i) of the City Code to-determine <br />the elevation of the watertable. High ground water was <br />observed less than four feet from the surface in boring #2 and <br />r4. Mottling which is indicative of high ground water was <br />observed in boring 1#5 between the depth of four and six feet. <br />Although additional soil testing may be done, it appears that <br />Lots 1, 2, and 3, Block 3 and Lots 4 & 5, Block 1, do not have <br />adequate Class I soils suitable for on -site wastewater <br />222 Monroe Street <br />Anoka, Minnesota 55303 <br />612/427 -5860 <br />Eugene J.
