Watershed Management Organizaitons (WMO) must be set up and management plans <br />prepared for all minor watersheds with more than 90% of their territory in the <br />metropolitan area~ <br /> <br />2. Existing Watershed District plans (Coon Creek and Rice Creek) remain in force <br />until amended, superseded or submitted without change for review. <br /> <br />2. Management plans must be prepared by December 31, 1985. <br /> <br />RESPONSIBILITIES <br /> <br />1. Watershed Management Organization (WMOt <br />a. WMO lead agency for watershed planning. <br /> <br />b. WMO may be formed by Chapter 112 (Watershed District) or joint powers. <br /> <br />c. WMO authority to: <br /> <br />i. <br />ii. <br />iii. <br /> <br />Prepare and adopt a watershed plan. <br />Review and approve local watershed plans. <br />Regulate use and development of land when: <br />doesn't have plan or fails to implement\and <br />from the local plan. <br />May require permits (when authorized). <br />Enter into contracts <br /> <br />local unit of government~ <br />when a variance is requested <br /> <br />iv. <br />v. <br /> <br />2. County <br /> <br />a. If WMO is not organized by December 31, 1983 the county is responsible for <br />preparing and adopting a watershed plan. In watersheds with territory in <br />Hennepin county or Ramsey County - County must petition for the formation <br />of a Watershed District (Chapter 112). <br /> <br />/ <br />/ <br />
