Arrange for financing. <br /> <br />4. <br /> <br />Soil Water Conservation District (SWCD) <br /> <br />a. Aqcept delegation from counties to prepare all or part of a watershed plan. <br />b. Review and comment on watershed plans. <br /> <br />5. <br /> <br />Metropolitan Council, DNR, & PCA <br />a. Review and comment on watershed plans. <br /> <br />6. <br /> <br />Water Resources Board <br /> <br />a. Review. WMO maps on watershed boundaries.- <br />b. Review and approve or disapprove watershed plan. <br /> <br />PLAN REQUIREMENTS <br /> <br />Plan must provide for managing the quantity of surface water as well as the quality of <br />the water. Plan must include C.l.P. and mechanism for implementation. Plan. must also <br />state the standards and schedules for amending the local comprehensive plan. <br /> <br />FINANCING <br /> <br />1. No grant money available and the law provides no new sources of financing. <br /> <br />2. Local government finance its share of cost by property taxes (by special tax <br />districts). <br /> <br />3.' Government units may bond for capital improvement costs. <br /> <br />4. Levy limits: <br /> <br />a. If a WMO is formed by joint powers they are exempt from mill levy limits. <br /> <br />b. If a WMO is formed by Chapter 112 (watershed district) are exempt from mill <br />levy limits for planning and eIP, but after 1984 they must stay within the <br />levy limits for maintenance. <br /> <br />/ <br />/ <br />
