There were still some unanswered questions regarding the assessment policy and Council held a work session on Monday, March 21,1983. It was necessary for Council to adjourn that work session before all questions were answered and a second work session is scheduled for Monday, March 28, 1983 at 5:00 P.M. These are public meetings and anyone may attend. After Council's review of the assessment policy is complete, the policy will be placed on Council agenda for adoption. The n~~ regular Council Meeting will be April 26, 1983. The sewer assessment policy does not mandate or / bring sewer and water to the City of Ramsey -- it maps out a procedure for assessment should sewer and water occur. The policy also addresses newly developed areas and makes sure safeguards are so that sewer and water is not brought to areas that do not need it. Because this review of the policy is not complete, Council will take no action on tonight. The City has ordered a feasibility report for the southeast corner of the City. City Engineer is unable to complete that report until the assessment policy is adopted. When the assessment policy is adopted and the feasiblity study i~ complete, the study will be submitted to Council. Council will then review the feasibility study and order a public-hearing. The people notified of a public hearing are those parties who have a possibility of being assessed for sewer and water and the public hearing notice will also be published in the legal newspaper. All persons, whether or not they are going to be assessed, have the right to be heard. To the best of the City's ability, we are trying to prohibit assessing those persons not needing sewer and water. Jim Haft - Most average working people would find it very hard to be at City Hall on March 28 at 5:00 p.m~ if they wanted to participate in the second work session. Mayor Gamec replied that the work session is mostly for Council's ,benefit in order that they can make a knowledgeable presentation of the policy at the regular Council meeting on April 26, 1983. Jim Haft - Public can't take a position on sewer and water until we have all the information also, conducting the work session at 5:00 p.m. will prohibit concerned citizens from attending and by April 26 Council will have already made up their minds regarding the assessment policy and if we citizens don't agree it isn't going to do us any good if your minds are made up. Councilmember Reimann - I worked on the Ad Hoc Committee, City Staff has reviewed the policy and it is an ordinance to regulate something that is eventually coming into the City. If you know me by my past record, you know I have the best interests of the City in mind and the ordinance was created to protect the citizens. If Council had to call meetings every time there was a decision to be made, the City would be so bogged down that nothing would get accomplished. The people elected Council to make decisions in the best interest of the City, and the people should have faith in our ability to do so. Jim Haft Sewer and water is not a minor decision, the citizens should be involved in this decision because it is a major event.
