There were still some unanswered questions regarding the assessment <br />policy and Council held a work session on Monday, March 21,1983. It was <br />necessary for Council to adjourn that work session before all questions <br />were answered and a second work session is scheduled for Monday, March 28, <br />1983 at 5:00 P.M. These are public meetings and anyone may attend. After <br />Council's review of the assessment policy is complete, the policy will be <br />placed on Council agenda for adoption. The n~~ regular Council Meeting <br />will be April 26, 1983. The sewer assessment policy does not mandate or / <br />bring sewer and water to the City of Ramsey -- it maps out a procedure for <br />assessment should sewer and water occur. The policy also addresses newly <br />developed areas and makes sure safeguards are so that sewer and water is <br />not brought to areas that do not need it. Because this review of the <br />policy is not complete, Council will take no action on tonight. The <br />City has ordered a feasibility report for the southeast corner of the City. <br />City Engineer is unable to complete that report until the assessment policy <br />is adopted. When the assessment policy is adopted and the feasiblity <br />study i~ complete, the study will be submitted to Council. Council will <br />then review the feasibility study and order a public-hearing. The people <br />notified of a public hearing are those parties who have a possibility of being <br />assessed for sewer and water and the public hearing notice will also be <br />published in the legal newspaper. All persons, whether or not they are <br />going to be assessed, have the right to be heard. To the best of the City's <br />ability, we are trying to prohibit assessing those persons not needing <br />sewer and water. <br /> <br />Jim Haft - Most average working people would find it very hard to be at <br />City Hall on March 28 at 5:00 p.m~ if they wanted to participate in the <br />second work session. <br /> <br />Mayor Gamec replied that the work session is mostly for Council's ,benefit <br />in order that they can make a knowledgeable presentation of the policy at <br />the regular Council meeting on April 26, 1983. <br /> <br />Jim Haft - Public can't take a position on sewer and water until we have <br />all the information also, conducting the work session at 5:00 p.m. will <br />prohibit concerned citizens from attending and by April 26 Council will <br />have already made up their minds regarding the assessment policy and if <br />we citizens don't agree it isn't going to do us any good if your minds <br />are made up. <br /> <br />Councilmember Reimann - I worked on the Ad Hoc Committee, City Staff has <br />reviewed the policy and it is an ordinance to regulate something that is <br />eventually coming into the City. If you know me by my past record, you <br />know I have the best interests of the City in mind and the ordinance was <br />created to protect the citizens. If Council had to call meetings every <br />time there was a decision to be made, the City would be so bogged down that <br />nothing would get accomplished. The people elected Council to make decisions <br />in the best interest of the City, and the people should have faith in our <br />ability to do so. <br /> <br />Jim Haft Sewer and water is not a minor decision, the citizens should be <br />involved in this decision because it is a major event. <br /> <br />Councilmember Reimann - This ordinance is being prepared and adopted in <br /> <br />C/March 22, 1983 <br />Page 6 of 24 <br />
