I will present a tabulation.of <br />bids and my recommendation for award of the project at your ., <br />April 26, 1983 council meeting. Construction on the project <br />could begin by the middle of next month. <br /> <br />6. <br /> <br />Rum River Watershed Trunk Feasibility: This feasibility study <br />has been completed and is included under separate cover with <br />your agenda. <br /> <br />The R.E.C~ charges calcualted in that study should be adopted <br />by resolution as City wide rates for trunk facilities. <br /> <br />7. <br /> <br />Sealcoating Feasibility: This feasibility has been completed <br />and is included under separate cover with your agend? <br /> <br />After review and adoption of the study, a public hearing date <br />should be set so this project can proceed this summer. <br /> <br />8. <br /> <br />Surface Water Management (SWM) Meetings: During the past <br />month, I have attended two meetings on SWM within the Rum <br />River Watershed. The first meeting was held on April 7, 1983 <br />at the City of Andover and the second meeting was held at the <br />Bunker Hills Activities Center on April 13, 1983. <br /> <br />At the first meeting, it was the concensus of the Cities <br />involved that a Joint-Powers Agreement form of Watershed <br />Organization can best manage the surface water in the Rum <br />River Watershed. All cities involved were asked to review the <br />Elm Creek Watershed Joint-Powers Agreement and recommend <br />changes prior to. the next meeting on May 19, 1983. At that <br />meeting, all proposed changes would be reviewed and a <br />committee would have to be formed to prepare an overall <br />agreement. One of the main concerns expressed at the meeting <br />was the method of financing. Alternatives available are to <br />tax on an area basis, assessed valuation basii or a combination <br />of the two. <br /> <br />The meeting at Bunker Hills Activities Center was attended by <br />'both Councilman Sorteberg and myself. This meeting was . <br />/~onducted by Anoka County. They summarized the requirements <br />of Chapter 509, which requires the formation of Watershed <br />Management Organizaitons. A schedule of key dates was also <br />discussed. Those dates are December 31, 1983 at which time <br />Watershed Organizations must be formed on their own and <br />December 31, 1985 at which time plans must be completed. <br /> <br />/ <br />./ <br />
