I will present a tabulation.of bids and my recommendation for award of the project at your ., April 26, 1983 council meeting. Construction on the project could begin by the middle of next month. 6. Rum River Watershed Trunk Feasibility: This feasibility study has been completed and is included under separate cover with your agenda. The R.E.C~ charges calcualted in that study should be adopted by resolution as City wide rates for trunk facilities. 7. Sealcoating Feasibility: This feasibility has been completed and is included under separate cover with your agend? After review and adoption of the study, a public hearing date should be set so this project can proceed this summer. 8. Surface Water Management (SWM) Meetings: During the past month, I have attended two meetings on SWM within the Rum River Watershed. The first meeting was held on April 7, 1983 at the City of Andover and the second meeting was held at the Bunker Hills Activities Center on April 13, 1983. At the first meeting, it was the concensus of the Cities involved that a Joint-Powers Agreement form of Watershed Organization can best manage the surface water in the Rum River Watershed. All cities involved were asked to review the Elm Creek Watershed Joint-Powers Agreement and recommend changes prior to. the next meeting on May 19, 1983. At that meeting, all proposed changes would be reviewed and a committee would have to be formed to prepare an overall agreement. One of the main concerns expressed at the meeting was the method of financing. Alternatives available are to tax on an area basis, assessed valuation basii or a combination of the two. The meeting at Bunker Hills Activities Center was attended by 'both Councilman Sorteberg and myself. This meeting was . /~onducted by Anoka County. They summarized the requirements of Chapter 509, which requires the formation of Watershed Management Organizaitons. A schedule of key dates was also discussed. Those dates are December 31, 1983 at which time Watershed Organizations must be formed on their own and December 31, 1985 at which time plans must be completed. / ./
