~y I ), I - ,) \<...., .,:) I Mr. Goodrich referred to REC's and stated that a parcel with 240' front footage andl30' depth would be charged for 3 REC's -- 240" front footage divided by 80' equals 3. He also noted that 80 must divided,into front footage exactly, that there will be no fractions. I Mr. Clayton Berg noted that a parcel with 200' front footage/with the house constructed in the middle of the parcel, which would leave no option for subdivision, would still be charged 2 REC's. There would be the possibility of negotiation with neighboring parcel in order to come up with a buildable lot and subdivide on that basis. t.," I Mr. Raatikka stated that Sanitary Sewer Services and Stubs included in the proposed ordinance proposes that each residential REC would be provided with a 4" stub for service and commercial/industrial would be provided with a 4" stub for each ~ acre of area and any additional stubs would be assessed on a separate basis. I I Mr. Robert Isakson inquired if the citizens would be assessed for the trunk line. I Mr. Raatikka replied that trunk assessment would be ,deferred until service is directly available. I ,Mr. Goodrich commented that there is a SAC charge tax imposed by Metro Council on every new building permit which is applied for from the City after January 1, 1983. .f) John Lichter inquired if water shed districts were going to be established. I Mr. Berg replied that they were, that anybody who contributes to a problem will be assessed and Council has the right to defer that assessment. Mr. Raatikka stated that storm sewer would be assessed on a square footage basis. I John Lichter noted ,that an owner of farmland would receive an extremely large assessment. I Mayor Garnec replied that farmland would be considered Green Acres and the assessment would be deferred, but there would be a pending assessment to the property. I John Lichter inquired if the City is going to assess specifically by amount of contribution. /1 I Mr. Berg replied that considering the amount of undeveloped land, that would be impractical. I Councilmember Reimann stated that there,Jcould be trade-off between used and unused land in a commercial area as long as they are in the same water shed area. I The subject of MSA streets was then discussed. , I" Mr. Goodrich stated that MSA streets are those streets in Ramsey for which the City receives state funds because they heavily travelled.
