I Mr. Dunn referred to Item VII-2-c on Page 11 of the proposed ordinance and inquired as to any standards for length of time for "interim basis". Mr. Berg replied that it could be indefinite11~there are no guarantees as to when assessing would take place. I Mayor Gamec inquired about "hook-up" policy referred to on Page 11 of the proposed ordinance. I I Mr. Berg replied that the affected resident would not pay any user fee until after the first year and then'by written request, they can get a one year extension to hook-up but not to SAC and user charge. I Mayor Gamec noted that there no requirements that a citizen must dispose of their residential well, that private well and municipal water may be used. I Mr. Berg replied that State Plumbing Code mandates that the ,two cannot be 'tied together. t8:~ .-.1 JQhn Lichter stated that there is a definite'method for appealing assessments and language regarding this should be included on Page 12 of the proposed ordinance. I Mr. Goodrich stated that the procedure for appealing changes often, that specific steps outlined in the ordinance are bound to change and could be misleading to a citizen referring to the ordinance~ Mr. Goodrich suggested that language be included in the ordinance advising persons to research the correct procedure for appealing on their own. I Council consensus is to add the subject title "Appeals to District Court" between City Council Action and Capital Improvements Financing on Page 13. I John Lichter, referring to Financing Alternatives on Page 13 of the proposed ordinance, inquired if the City can issue general obligation bonds without a referendum. I Council replied that the City can issue general obligation bonds. I Mr. Goodrich noted that on Page 14 of the proposed ordinance Item 7b should be changed to read "Collect EJ2. to 100% on MSA Projects" and Item Ramseys Financing Policy, the figure 100%_should:'be changed to 50%. I Mr. Dunn, referring to sealcoating, stated that costs of sealcoating should be picked up by the City, that sea1coating is a maintenance function and the City should have these funds available because of money saved by not having to grade gravel roads. I /':..- :', , ' I: Councilmember Reimann stated that these funds are not available, that there are more blacktop streets in Ramsey now and oil costs have risen and the only way the City could pick up the cost would be to raise the mil rate.
