To determine whether or not sewer and water was needed in Ramsey was <br />not the responsibility of the Ad Hoc Committee. <br /> <br />Commissioner Fults stated that discussions reg~,ding sewer and water have <br />divided into two entirely different areas. This proposed assessment policy <br />was prepared for adoption and to be used if and when sewer and water come <br />into the area as development pOlicy. it does not say that sewer and water is <br />coming. . <br /> <br />Commissioner Cox stated that Ramsey's Mayor has commented that the west <br />utility connection is dead and he sees it differently. Commissioner Cox <br />also stated that the citizens do not want sewer and water, that they want <br />Ramsey to remain a bedroom community -- 52% of Ramsey's tax dollars go to <br />the School District and if we don't generate this money ourselves. who will <br />pay it for us? <br /> <br />Commissioner Fults backed up Commissioner Cox's statement with some figures <br />regarding how much it costs to put a child through one year of school. <br /> <br />Mr. Raudio commented that one acre of commercial property can generate five <br />tililes the amount of money that one acre of residential can. <br /> <br />Chairman Greenberg stated that an another meeting of the EDC is going to have <br />to be called in order to make a decision as to which member will attend the <br />public forum on the 19th of April. He further stated that the chances are <br />the member chosen will either be Commissioner Fults or Commissioner Menkveld <br />and 'that they might start preparing for the forum,." . <br /> <br />Commissioner Fults stated that it is difficult for EDC to take a stand on <br />this issue before costs are known and one of the biggest items breaking <br />developers today is holding costs. <br /> <br />Commissioner Cox stated that citizens in the audience today sited examples <br />where other developers were required 100% bonding. but those citizens did <br />. not say anything about those same developers going broke. <br /> <br />Susan Beale'stated that if Commissioner Menkveld is chosen to represent EDC <br />at the public forum. and considering the fact his name is on the petition <br />supporting sewer and water, argument could be raised that there is a conflict <br />of interest. <br /> <br />Mr. Raudio stated that EDC has to: #1 - Make a decision to be represented at <br />the: publ ic forum and #2 - Prepare an economic impact study and make a decision <br />as to whether or not sewer and water would be advantageous to the community. <br /> <br />Commissioner Sentyrz noted that the economic climate should be considered <br />when making a decision. <br /> <br />Commissioner Cox stated that business owners along Hwy. #10 are still mis- <br />informed as to who needs sewer and who will be paying for it. <br /> <br />EDC/April 13, 1983 <br />Page 5 of 6 <br /> <br />/ <br />/ <br />
