Commissioner Menkveld noted that the purpose of the Ad Hoc Committee was to provide an assessment policy. that the Committee did not advocate sewer and water. To determine whether or not sewer and water was needed in Ramsey was not the responsibility of the Ad Hoc Committee. Commissioner Fults stated that discussions reg~,ding sewer and water have divided into two entirely different areas. This proposed assessment policy was prepared for adoption and to be used if and when sewer and water come into the area as development pOlicy. it does not say that sewer and water is coming. . Commissioner Cox stated that Ramsey's Mayor has commented that the west utility connection is dead and he sees it differently. Commissioner Cox also stated that the citizens do not want sewer and water, that they want Ramsey to remain a bedroom community -- 52% of Ramsey's tax dollars go to the School District and if we don't generate this money ourselves. who will pay it for us? Commissioner Fults backed up Commissioner Cox's statement with some figures regarding how much it costs to put a child through one year of school. Mr. Raudio commented that one acre of commercial property can generate five tililes the amount of money that one acre of residential can. Chairman Greenberg stated that an another meeting of the EDC is going to have to be called in order to make a decision as to which member will attend the public forum on the 19th of April. He further stated that the chances are the member chosen will either be Commissioner Fults or Commissioner Menkveld and 'that they might start preparing for the forum,." . Commissioner Fults stated that it is difficult for EDC to take a stand on this issue before costs are known and one of the biggest items breaking developers today is holding costs. Commissioner Cox stated that citizens in the audience today sited examples where other developers were required 100% bonding. but those citizens did . not say anything about those same developers going broke. Susan Beale'stated that if Commissioner Menkveld is chosen to represent EDC at the public forum. and considering the fact his name is on the petition supporting sewer and water, argument could be raised that there is a conflict of interest. Mr. Raudio stated that EDC has to: #1 - Make a decision to be represented at the: publ ic forum and #2 - Prepare an economic impact study and make a decision as to whether or not sewer and water would be advantageous to the community. Commissioner Sentyrz noted that the economic climate should be considered when making a decision. Commissioner Cox stated that business owners along Hwy. #10 are still mis- informed as to who needs sewer and who will be paying for it. EDC/April 13, 1983 Page 5 of 6 / /
