CJti Aminiat.rat.qr - Mr. Cbodrich stated that Mr. David Bartley, the new City Aaninistrator has accepted the City's oontraet for employment and will be coming on board February 1, 1986. Mr. Q)odrich stated that the oontraet a~oved ~ CoWlCil on DeOE!Dber 17, 1985 stated Mr. Bartley would receive $140/month for heal th insuranoe. Mr. Q)odrich inquired if Cbuncil intended the health insurance benef i t to rEmain at $140/month for the 3 year term of the contract or should Mr. Bartley's health insurance be amnensurate with other ACbinistrative Staff will be receiving during that 3 year period. Cbuncilmember Reimann stated that the Personnel Qmnittee is reocmnending that Mr. Bartley's health insuranoe benefits be a:mnensurate with that of other Aaninistrative Staff. Council oonsensus was to accept the reocJDJDellC1ation of the Persomel Camni ttee regarding Mr. Bartley's health insurance benefits. Mr. Q)odrich stated that the Personnel Ca1mi.ttee has requested that language be added to the Employment agreement that will require the City Aaninistrator to set goals ~ which his Employment performanoe can be judged. Add the following language: 'Dle plrties agree that the Employer will establish goals in order to judge Employee's employment performanoe. Based on &nployee's performanoe, &nployer may, in its sole discretion consider merit I8Y and/or fringe benefits in addition to those i tens as described heretofore in this agreement.' 2. Dlat health insurance benefits received dUring this 3 year period will be amnensurate with that being received ~ other City Staff. It>tion carried.
