That Ms. Kathleen Kempf, hereinafter referred to as "Applicant,. has pro~rly awlied for a cxmdi tional use ~rmi t to o~rate a folk art instruction and suWly business fran her hane at 15220 St. Francis Boulevard N.W. 2. 'lhat the Applicant app;!ared before the Planning and Zoning Canrnission for a public hearing pursuant to Ci ty ordinance on February 4, 1986 and that said public hearing was pro~rly advertised and minutes of that public hearing are hereby incorporated ~ reference. 3. 'lhat tile subeject pro~rty is legally described as follows: That put of tile Southwest Quarter of Section 24, Township 32, Range 25, Anoka County, Minnesota described as follows: Beginning at the Northwest oorner of Block 1 of Gorhams Addi tion in said County, then northerly on the extended westerly line of said Block 1 for a distance of 100 feet1 then easterly on a line parallel wi th the nortilerly line of said Blcok 1 for a distance of 197 feet to the westerly line of State Trunk Highway 47, then soutilerly on said westerly line of State Trunk Highwaly 47 for a distance of 100 feet tilen westerly on the northerly line of said Block a distance of 197 feet to the place of beginning. -and- 'lhat p:lrt of the Southwest Quarter of Section 24, Township 32, Range 25, Anoka County, Minnesota described as follows: Commencing at the southwesterly corner of Block 1 Gorhams Addi tion in said Anoka County, Minnesota, tilen southwesterly on the northwesterly line of 152nd Avenue N. W. as laid out in said plat of Gorhams Addition extended southwesterly for a distance of 205 feet, then northwesterly at right angles a distance of 150 feet to the point of beginning of land to be described, then oontinue northwesterly on the same described line a distance of 183 feet, then northwesterly at right angles and to the center line of St. Francis Boulevard N.W. as now laid out and traveled, then southeasterly on said center line to a point which is 100 feet northwesterly of the northeasterly oorner of said plat of Gorhams Addi tion as measured along the northwesterly extension of the northeasterly line of said plat, then southwesterly and parallel with the northwesterly extension of the southwesterly line of said Block 1, then southeasterly on the northwesterly extension of tile southwesterly line of said Block 1 to a p>int whidl is 150 feet north of the northwesterly extension of said 15200 Avenue N.W. extended southwesterly as measured at right angles hereto, then southwesterly and parallel with the extended northwesterly line of 152nd Avenue N.W. to the point of beginning (subject to an easement for roadway purposes over the northeasterly 33 feet thereof). 4.
