'Ihat the Standards for Consideration are as follCl'Ws: <br /> <br />a. 'Ihat the property is zoned UER - Urban Existing Residential and a folk <br />art instruction and supples is not a permitted use this zone; <br /> <br />b. 'Ihat the adjoining property to the north is vacant and is zoned UMS - <br />Urban Multiple Business and the remaining adjoining property is <br />residential ; <br /> <br />c. 'Ihat there are no similar uses in the area; <br /> <br />d. 'Ihat the proIX>sed use will not create an increase in traffic flow in <br />the area; and <br /> <br />e. !lhat the proIX>sed use will not be dangerous or otherwise detrimental to <br />persons residing in the area, or to the public welfare, nor will the <br />proposed use substantially impair the use, enjoyment or value of any <br />property in the area. <br /> <br />6. !lhat the Criteria for Approval are as follCl'Ws: <br /> <br />a. !lhat the operation of the proIX>sed use will not be detrimental to or <br />endanger the plblic health, safety or general welfare and is not contrary <br />to the established standards, regulations or ordinances of other <br />governmental agencies; <br /> <br />b. !lhat the proIX>sed use will not be unsi~tly, undesireable or obnoxious <br />in appearance and it will not hinder the orderly and harmonious developnent <br />of the City or the UER - Urban Existing Residential District; <br /> <br />c. !lhat the proIX>sed use will not be injurious to the permiited uses nor <br />unduly restrict the enjoyment of other property in the immediate vicini ty <br />nor substantially diminish and impair property values within the area; <br /> <br />d. !lhat the establishment of the prOIX>sed use will not impede the orderly <br />and normal developnent and improvement of the surrounding property for uses <br />permitted in either the UMB - Urban Multiple Business or UER - Urban <br />Existing Business Districts; <br /> <br />e. !lhat adequate water supply and sewage disposal facili ties shall be <br />provided ~ the Applicant; and <br /> <br />f. !lhat the proIX>sed use will conform to all applicable regulations of the <br />UER - Urban Existing Residential District. <br /> <br />7. !lhat the Performance Standards are as follCl'Ws: <br /> <br />a. !lhat fire protection is provided ~ the cities of Anoka and Elk River, <br />and that the proIX>sed use will not create a fire hazard; <br /> <br />b. !lhat the proIX>sed use will not create any electrical disturbance; <br /> <br />c. !lhat the proIX>sed use will not create any noise disturbance; <br /> <br />2 <br /> <br />*8 <br />
