<br />Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-03-085 <br /> <br />RESOLUTION AMENDING THE POLICY <br />FOR APPOINTING BOARD AND COMMISSION MEMBERS <br /> <br />WHEREAS, the City Council would like its practices and written policies for <br />reappointing board and commission members to be consistent. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the City Council of the City of Ramsey confirms the recommendation of the <br />Personnel Committee to amend the Policy for Appointing Board and Commission <br />Members.as follows: <br /> <br />Evaluation Process <br /> <br />a. Evaluation panel <br /> <br />The evaluation panel for City board and commission applications is comprised of <br />the chair and vice-chair, or the chair's designee, of the applicable board or <br />commission, the three members of the City Council's Personnel Committee, and <br />the Human Resources Manager or Assistant City Administrator in a non-voting <br />capacity. The two non City Council Members serving on the evaluation panel <br />shall each have one and one half (1 ~-S) votes and each City Council Member shall <br />have one (1) vote for a total of six votes. Each member of the evaluation panel <br />shall have one (1) vote for a total of five (5) votes, in order to avoid a tie vote. <br />One recommendation from the evaluation panel will be presented to the City <br />Council. <br /> <br />Term limits <br /> <br />Members of City boards and commissions can serve a total of t'.'/O consecuti'le <br />four year terms of office, in addition to any partial term the individual has been <br />appointed to fulfill for a predecessor. For the purpose of defining a partial term, <br />any individual appointed to serve a period of time less than or equal to two years <br />'.'Iill be considered to ha'/e served a partial term; however an individual appointed <br />to serve a period of time greater than t'.'IO years will be considered to have served <br />the equivalent of a full term. Individuals may apply to a different commission <br />immediately upon reaching the term limit on one commission. Individuals may <br />reapply to the original commission, follo'.'ling the normal application process, <br />only after being off the commission for at least one four year term.+- There shall <br />be no term limits for board and commission members. <br /> <br />1 Ordinance #97-10 amended City Code 2.03.02 changing terms of office for boards and commissions from <br />two years to four years and establishing a limitation of two consecutive four-year terms, effective August <br />11, 1997. This section of the policy reflects the change and is consistent with City Code. <br />
