CASE # ~

Public Hearing
REQUEST FOR A CONDITIONAL USE PERMIT FOR KLEIN BANK
TO OPERATE A DRIVE-THRU IN THE TC-2 ZONING DISRICT:
CASE OF HTG ARCHITECTS AND SHINGOBEE BUILDERS, INC
- By: Breanne DaInes, Associate Planner

Background:

HTG Architects has submitted a site plan for the development of Klein Bank located generally on the
corner of Armstrong Boulevard and West Ramsey Parkway. The TC-2 District requires a
conditional use permit (CUP) for uses with a drive",thru. The applicant has submitted an
application for a CUP in order to operate a drive-thru banking facility.

The following items are enclosed for your information:

a) Site location map
b) Site Plan
c) Proposed findings of fact
d) Proposed conditional use permit

Notification:

In accordance with State statute, Staff attempted to notify owners of property within 350 feet of
the Subject Property of the applicant's request and the public hearing.

Observations:

The Ramsey Town Center project is designed to be a mixed~use, pedestrian friendly
development. Uses with drive-thrus have a potential to be incompatible with the intent of the
Ramsey Town Center: Therefore, these types of uses are permitted only as a conditional use in
certain areas of the Town Center so that the proposal may be reviewed for their compatibility.
The TC-2 Zoning District was created to accommodate larger scale, auto-oriented commercial
activities.

The drive-thru is proposed to be located on the north side of the building, with a drive aisle along
the west side. It is proposed to be 4 stalls wide, resulting in a 70 foot building setback from West
Ramsey Parkway. The vehicles would exit the drive-thru by circulating around the building and
exiting through the same way they entered.

Recommendation:

Staff is concerned with the circulation as proposed, and suggests that consideration be giv~n to
relocating the drive-thru to the east side of the building. This would aid in easing traffic and
conflicts. It would also allow the building to be moved closer to West Ramsey Parkway and
Armstrong Boulevard, resulting in enhancing the pedestrian-oriented design of the site.

9
