<br />CASE #: b <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF KINGS ISLAND TOWNHOMES; <br />CASE OF KINGS ISLAND TOWNHOMES, LLC <br />By: Amy Geisler, A1CP, Associate Planner <br /> <br />Background: <br /> <br />Archie Zahler, a representative of Kings Island Townhomes, LLC, has submitted a sketch plan to <br />develop 11 detached townhomes and 1 single-family lot on the property located at the end of <br />Rivlyn A venue between Highway 10 and the Mississippi River. The following items are enclosed <br />for your information: <br /> <br />a) Site, location map <br />b) Sketch plan <br />c) City Staff review letter dated July 28, 2006 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a'policy requiring notification of a proposed subdivision be sent out to residents within <br />3.50 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subj ect property is 5.22 acres in size, consisting of an unplatted lot on Highway 10 that <br />currently contains a commercial building, and Outlot A of Dickenson's Mississippi Estates 2nd <br />Addition. The sketch plan proposed to develop 11 detached townhomes and 1 single-family lot, <br />leaving the commercial building in place on Highway 10. The proposed townhome area is <br />bounded on the north by industrial/commercial uses, on the west by single-family homes, and on <br />the east by the mobile home park in the City of Anoka. <br /> <br />The parcel with Highway 10 frontage is zoned E-l Employment, and Outlot A is zoned R-l <br />Residential. The development of the site with detached townhomes will require an amendment to <br />the Comprehensive Plan to change the land use from Places to Work to Medium Density <br />Residential on the southern half of the Highway 1 o parcel. If approved, the southern half would <br />then be rezoned to R-2 Residential. <br /> <br />The overall site is 5.22 acres, with 1.02 acres reserved for the commercial building, leaving 4.2 <br />acres for the residential portion of the plat. This results in a gross density of2.9 units per acre for <br />the residential area. Net density will be calculated at time of preliminary plat. Setbacks will also'. <br />be reviewed at time of preliminary plat and site plan review. ,- <br /> <br />65 <br />
