<br />CASE #2: <br /> <br />REQUEST FOR A VARIANCE TO CONSTRUCT AN ACCESSORY STRUCTURE WHICH WILL <br />BE LOCATED NEARER THE FRONT LOT LINE THAN THE PRINCIPAL STRUCTURE; <br />CASE OF MR. LYLE KNOSALLA <br />By: Community Development Director Anne Norris <br /> <br />Background: <br /> <br />Mr. Lyle Knosalla is requesting a variance to construct an accessory <br />structure in front of his home at 7320 181st Avenue N.W. Mr. Knosalla is <br />requesting this variance due to the topography of and soils on the <br />property. Mr. Knosalla has stated that all the buildable property is <br />located on the north end of the property and in order to have a garage, Mr. <br />Knosalla will have to locate it in front of the principal structure on that <br />property. Section 170.015G of the City Code specifies that no acces~ory <br />structure shall be located nearer the front lot line than the principal <br />structure on that property. <br /> <br />For your information, the following items are enclosed: <br /> <br />a) Application <br />b) Site location map <br />c) Site plan showing property and existing and proposed structures <br />d) Board minutes dated July 25, 1988 <br />e) Proposed findings of fact <br />f) Proposed variance <br /> <br />Photographs submitted by Mr. Knosalla will be available at the meeting. <br /> <br />Observations: <br /> <br />The Board conducted a public hearing on Mr. Knosalla's request on July 25, <br />1988. At that time, the Board tabled action to allow Mr. Stine of the DNR <br />adequate time to review the property. <br /> <br />Mr. Stine reviewed Mr. Knosalla's request and had the following comments: <br /> <br />1. Mr. Knosalla's request is outside of the actual wetland; <br /> <br />2. Most of the property appears to be loamy wetland; the Board may <br />wish to see soil borings or refer the matter to the Soil and Water <br />Conservation District to determine the type of soils; and <br /> <br />3. The lowest floor of any structure should be at least 3 feet ab ove <br />the elevation of the highest mottled soil. <br /> <br />Rec ommenda t i on: <br /> <br />Board of Adjustment Action: <br /> <br />Motion to: <br />Adopt Findings of Fact ___ relating to Mr. Knosalla's request for a <br />var1ance. <br /> <br />-and- <br /> <br />+ <br />
