<br />still concerned that the City's entering into an agreement for vertical <br />expansion and development of a ski hill is sending a message to the State, <br />PCA and Metro Council that the selection of Site P will also be acceptable <br />to Ramsey. <br /> <br />Commissioner Fults stated based on past history, vertical expansion would <br />probably be approved regardless of Ramsey's opposition; in which case, the <br />City might as well negotiate for something that will benefit the community. <br /> <br />Commissioner Hardin stated that if Ramsey doesn't want to be in the waste <br />business, then it should also not be trying to bring Atlas into the City. <br /> <br />Chairman Greenberg noted that with the landfill, waste is brought in and <br />buried in Ramsey forever; with Atlas, waste is brought in, processed and <br />shipped out. <br /> <br />Commissioner Hardin stated that if Site P is selected and approved for the <br />desposit of ash, then the waste Atlas brings into Ramey will be here <br />forever also. <br /> <br />Chairman Greenberg stated that Ramsey can chase Atlas away but incineration <br />is a thing of the future; there will be incinerators burning in Ramsey <br />someday but we won't have the major manufacturer in our City. <br /> <br />Commissioner Hardin stated that if Commissioner Ippel is right in saying <br />that Metro Council is influenced by Ramsey not opposing more waste being <br />brought into the landfill, then Metro Council will also be influenced by <br />what the City allows Atlas to bring in as well. <br /> <br />Chairman Greenberg stated that he is the person who initially contacted <br />Atlas and he honestly feels Atlas would be a good business for Ramsey. <br />Atlas would be regulated by MPCA; one half of the businesses in Ramsey <br />today can't comply with MPCA standards. <br /> <br />Commissionr Ippel stated that he believes the next big industry will be <br />environmental science and Atlas will be a leader in that technology. <br /> <br />Chairman Greenberg requested that Ms. Norris check with the Landfill <br />Commission for any needed involvement by the Economic Development <br />Commission. <br /> <br />Case #6: Discuss Hi~hway #10 Corridor Study: <br /> <br />The Commission discussed the need to prepare an implementation plan for the <br />recommendations resulting from the Hwy. #10 Corridor Study. <br /> <br />Commissioner Fults stated that it is very difficult to promote commercial <br />and industrial development in Ramsey; no matter how small the development, <br />it must go through a two month site plan process; all proposed development <br />that meets code should be able to obtain the necessary permits from city <br />staff. <br /> <br />Commission consensus was to establish a Hwy. #10 Implementation <br />Economic Development Commission/July 13, 1988 <br /> <br />Page 4 of 5 <br />
