ART RAUDIO
By: Anne Borris. Community Development Director

Background:

Mr. Art Raudio is requesting City participation in the form of tax increment
funds to assist in site improvements for future phases of development of the
Flintwood Hills Second Addition P.U.D. Mr. Raudio is requesting that the City
participate in approximately $105,000 of site improvements.

According to the City Council's policy regarding City participation with tax
increment funds, the Planning and Zoning Commission shall review all requests.
The Commission should consider whether the request for participation is
consistent with the City's comprehensive plan and whether the request is
appropriate according to the City's zoning code.

Enclosed is a letter with attachments dated April 22, 1986 from Mr. Art Raudio.

Observations:

According to existing legislation, the City's Bond Counsel has determined that
the City may use tax increment funds to participate in site improvements.
Also, in late 1985 the City Council approved a request to use tax increment
funds to participate in site improvements (grading, ponding, landscaping and
fencing) for the Churchill Estates apartment project.

Recommendation:

Commission Action:

Motion to:
Recommend approval of Mr. Art Raudio's request contingent upon the City
Engineer verifying Mr. Raudio's estimates, and contingent upon the EDC
also recommending approval of Mr. Raudio's request.

Review Checklist:

Administrator
Attorney
Engineer
Community Development Dir.

Chief of Police
Finance Officer
Public Works Superintendent
Bond Counsel

~

~
