It is likely that <br />there will be more than one storm sewer improvement over the period of years <br />and information on one particular improvement may not be appropriate enough to <br />base a decision on. We are trying to get the information on financing method. <br />to the public. I don't know that a financing method decision can be made on the <br />basis of dollars and cents; maybe it should be made based on a higher plane of <br />fairness and practicality. Financial information will be provided and a public <br />hearing conducted when an improvement is proposed. <br /> <br />Terry O'Connor - If we are not happy with the projected cost of an improvement. <br />can we proceed to oppose tbe improvement? From a legal standpoint. you are not locked into the taxing <br />district metbod. From a practical standpoint. I tbink you are. <br /> <br />Mr. Goodricb - I beard from a councilmember present that some people in tbe <br />audience tbink tbat pipeline is actually going to be installed tbrougb tbe <br />Whispering Pines area. That is not correct. <br /> <br />Mr. Raatikka - The improvement projects would start in tbe lower reacbes of the <br />district and it would be several years before we get to tbe upper areas. The <br />pipe in tbe lower reacbes would be oversized to bandle runoff coming from tbe <br />upper areas. <br /> <br />Mr. Hartley - Where you start tbe improvements bas to be wbere you are going to <br />let tbe water out -- tbe Mississippi River. <br /> <br />Roger Warbol - 7010 150tb Avenue NW - Read in tbe City newsletter tbat <br />utilities are proposed for tbe Industrial area at a cost of 1.5 million; is <br />tbat proposal pursuant to tbese taxing districts? <br /> <br />Mr. Hartley - No. tbose improvements are not pursuant to tbese taxing districts <br />being establisbed. <br /> <br />Mr. Raatikka - One balf million of tbe utilities proposed for tbe Industrial <br />area are for storm sewer improvements. <br /> <br />Mr. Hartley - Sanitary sewer and water to tbe Industrial area would not be <br />financed tbrougb tbe storm sewer taxing districts. <br />April 15. 1986 <br /> <br />Page 7 of 12 <br />
