The developer that built earth homes in that area <br />should be responsible. If the city gave that developer the O.K., then the city <br />is responsible. If the city is responsible, why is . .mall portion of the city <br />paying for the city's mistakes. If the city had handled this problems <br />correctly, we would not be baving these flooding problems. Tbe drainage from <br />Whispering Pines runs north and don't see how we are affecting the people to <br />the south. <br /> <br />Mr. Hartley - I think the presumption is being made that there are problems. <br />We are not proposing tonight that there are problems in one district or not; <br />tbere may be. What we are proposing tonight for your consideration and your <br />district, is bow do we go about providing storm sewer improvements if and when <br />they are needed. Years ago, tbe decision to let developers develop that area <br />may not have been an error. Tbe facts may have been entirely different at the <br />time the decision was made to develop tbose areas. I don't know any of the <br />facts at tbat time but I suspect the policy makers at tbat time made the <br />decisions based on tbe best information at hand. <br /> <br />Marguerite Henke - Refer to Mr. Hartley's comments about tbe Union doing the <br />city a favor and publisbing tbe bearing on tbe front page. I don't think that <br />was much of a favor. Ramsey bas really been getting a lot of front page <br />publicity lately tbat is making it difficult to sell property in the city. We <br />don't need front page beadlines tbat destroy property values. <br /> <br />Joe Galindo - 15645 Traprock - I am not included in either of the proposed <br />taxing districts. How many homes are affected by tbese districts and how many <br />properties are having drainage problems? <br /> <br />Mr. Hartley - I don't bave a count of people having water problems. What we <br />are trying to decide is if tbere are water problems and if tbere are going to <br />be improvements, how do we go about financing tbem. <br /> <br />Joe Galindo - You're putting tbe cart before tbe horse. <br /> <br />Mr. Hartley - The reason we are establishing a taxing district prior to the <br />improvement is in order to be able to use this tool of financing.
