When you are in <br />tbe market for a houle. you look at tbe location. bow much it will cost and <br />it's advantages and disadvantages. I bave no idea wbat tbis pipe will cost. <br />Has anyone stopped to make a feasibility study of any kind? 1 bave lived bere <br />since 10 years and 1976 was a very dry year. Has anyone counted bow many bomes <br />and acres will be affected and tbe general price of a .ystem so we can bave <br />tbat information on whicb to base a financing metbod decision. Adopting tbe <br />ordinance establisbing tbe districts. tben proposing tbe project and making tbe <br />costs known. a petitioning process to .top tbe improvement. and going to a <br />referendum could delay a solution to people's water problems for anotber 1-1/2 <br />years. Can't we have some cost figures now? <br /> <br />Mr. Hartley - We have some cost estimates for a complete storm sewer system but <br />it may only take Pbase 1 of that system construction to solve the problems. <br /> <br />Mr. Raatikka - The estimated cost for a total storm sewer system in the West <br />Drainage District is 3 million; in the Soutb Central District it is estimated <br />at 2.4 million. For now. we are considering the first pbase whicb is estimated <br />at $400.000-$500,000. <br /> <br />Lynn Ackerman - Where do tbe people footing the bill go when we find out it <br />will cost twice as mucb as expected and the method of financing chosen will <br />cost us more. <br /> <br />Mr. Hartley - The cost of the project is going to be tbe same no matter which <br />way you finance it. If we were able to establish special assessments that were <br />absolutely fair and establish taxing districts that were absolutely fair. <br />everbody would have the same cost. We can't do that. We want to tell Council <br />that the public prefers one approach versus another. I don't think the <br />information we could provide you would be close enough to accurate for you to <br />base sucb a decision on. <br /> <br />Lynn Ackerman - Then this evening is a bust and what are we debating? <br /> <br />Mr. Hartley - You are saying you prefer the special assessment approach because <br />you can't go with taxing districts on a case by case basis. <br /> <br />Lynn Ackerman - Is there a way to subdivide these taxing districts? <br /> <br />Mr. Raatikka - Each district would have their own tax levy because each <br />districts storm sewer needs may be different. <br /> <br />Lynn Ackerman - If we wind up with a large discrepancy between the two <br />April 15. 1986 <br /> <br />Page 10 of 12 <br /> <br />I <br />I <br />
