Developers have been building where they should not have been building. Barbara Graen - If we go with different taxing districts and improvements are made according to a district's needs; in years to come our property taxes could be a couple hundred dollars more than our neigbbor who is in another storm sewer district; this will make our property less saleable. Storm sewers should be a city wide cost. I agree that tbe whole city should be involved. Bernie Vevea - 14007 Azurite - Industrial Park - I am not a resident of Ramsey but I own property in the Industrial Park. There is a culvert going under Azurite; another culvert under Industrial Avenue; it is ditched and my property drains into a pond bolding area. Do I need storm sewer? Yes, I need storm sewer. The problem landowners in tbe Industrial and Commercial area have is a tax problem. Our real estates taxes are 6 times aore than homesteaded residential on every $1,000 of assessed value. The tax burden is on commercial and industrial. If storm sewer goes in and we are assessed, that assessment will go on top of our already 6 times higher tax bill. Then the city assessor will come and determine our property value bas increased because of the storm sewer improvements and our property taxes will be increased even more. I made a choice to locate my manufacturing company in Ramsey in 1972; it was not a poor choice. Ramsey is having growing pains. Whose fault is it that we are having these problems? It is probably the peoples fault because we are all here. In order to get this community moving, we have to come up with the tools that we need to be able to take care of the problems in the future. The tool for the drainage problem is to set up these districts. It will cost me mOre money tban you but that Industrial Park will not grow without improvements. Improvements to that Industrial Park would attract aore businesses to the area to ease tbe tax burden on existing businesses and increase the tax base so tbat residential properties can retain homestead rights. Jack Ippel - 16443 Jasper - This subject of this hearing did not come out of the blue; last Fall there were a lot of people with flooded basements, etc. Judging from the people present tonight, I assume that either the problem is not as bad as what was represented last year or that wben the people with the problems found out they would have to pay to fix it decided it was not such a big problem after all.
