<br />I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF CITY COUIClL <br />PUBLIC BEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Tbe Ram.ey City Council conducted a public bearing on Tuesday, April 22, 1986 <br />at tbe Ramsey Municipal Center, 15153 Nowtben Blvd. N.W., Ramsey, Minnesota <br />regarding improvement and extension of Is3rd Avenue NW from Puma Street to <br />Audrie Street NW. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Members Present: Mayor Gary Heitman <br />Councilmember Al Sorteberg <br />Councilmember Jean Scblueter <br />Councilmember Arnie Cox <br />Councilmember Gary Reimann <br /> <br />Also Present: <br /> <br />City Administrator Dave Bartley <br />City Engineer Peter Raatikka <br />Community Development Director Anne Norris <br />Finance Officer Noel Graczyk <br />Reporter Katby Cassidy <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called tbe public bearing to order at 7:48 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Al Pearson - 14821 Bowers Drive - Stated tbat be owns tbe property adjacent to <br />Nortbfork and does not want to be assessed for tbe road improvements; developer <br />of Nortbfork sbould pay for tbe road. <br /> <br />Mr. Raatikka stated tbat tbe road will start at Puma Street and follow tbe 1/4 <br />section line and pass tbrough Northfork property to Audrie Street. Road <br />improvement will require a 40' easement on tbe Pearson property. <br /> <br />Dave Pearson - Inquired as to wby tbe road can't be entirely on Nortbfork <br />property; constructing as proposed will require tbe removal of 40 year old <br />trees; tbe road will not benefit tbe Pearson property in any way. <br /> <br />I <br />I <br /> <br />Mr. Raatikka stated tbat 153rd will be a MSA route and tbe only assessments <br />made will be for drainage in Nortbfork; tbere will be no assessment to tbe <br />Pearsons property. Tbe Pearson will be compensated for trees lost to tbe <br />improvement. <br /> <br />Dave Pearson - Stated tbat the increase in traffice due to tbe development will <br />create a need to blacktop Puma; will the Pearson's be assessed for tbat? Are <br />tbese MSA designations a sure tbing? <br /> <br />I <br />I <br />I <br /> <br />Mr. Raatikka replied tbat Puma would also be paid for witb MSA funds.
