That the proposed use will not create a significant increase in traffic <br />flow to the area. <br /> <br />13. That the proposed use will not be detrimental to persons residing or <br />working in the area. <br /> <br />14. That the Criteria for Approval/Disapproval are as follows: <br /> <br />a. That the establishment of a mini-storage facility will not be <br />detrimental to the public health. safety or welfare; <br /> <br />b. That the mini-storage facility will be designed and constructed so that <br />it is not obnoxious or unsightly in appearance; <br /> <br />c. That the construction of the mini-storage facility will not hinder the <br />orderly development of the B-1 business district but may hinder the <br />orderly development of the Gateway Horth Airport expansion; <br /> <br />d. That the proposed use will not restrict the enjoyment of other <br />properties in the immediate vicinity; and <br /> <br />e. That the proposed use will conform to all other applicable regulations <br />of the B-1 business district. <br /> <br />15. That the Performance Standards are as follows: <br /> <br />a. That fire protection is provided by the cities of Anoka and Elk River <br />and that the proposed use will not create a fire hazard; <br /> <br />b. That the proposed use will not create any electrical disturbance; <br /> <br />c. That the proposed use will not create any noise disturbance; <br /> <br />d. That the proposed use will not create any vibration disturbance; <br /> <br />3=1 <br />
