Public bearing minute. regarding establi.bment of .torm .ewer t.x di.trict. <br />dated May 29, 1986. <br /> <br />Commis.ioner Ippel .tated tbat Council bas considered a multi-di.trict and. <br />two-district method of financing .torm .ewer improvements. Row Council has <br />directed that staff research a way to exclude those 8 areas that bave already <br />been assessed for .torm .ewers in tbeir area from tbe two-district metbod. <br />Commissioner Ippel stated tbat excluding tbose 8 areas would be excluding <br />tbe biggest part of Ramsey's tax base and population and it would not be any <br />more fair to have tbose people who will never need storm sewers paying for <br />those .reas tbat do. Those 8 .reas should not be excluded from tbe two <br />districts but maybe they should receive a certain credit amount for wbat they <br />bave .lready paid towards storm sewers. <br /> <br />Motion by Commissioner Ippel .nd seconded by Commissioner 'evea to recommend <br />tbat City Council consider tbe following aetbods .s the most equitable means of <br />financing storm .ewer improvements: <br /> <br />1. Establish the community into two storm drainage districts with no <br />exclusions. <br /> <br />2. Establish tbe community into multi storm drainage districts. <br /> <br />Further Discussion: Commissioner DeLuca noted that even if you live in an area <br />that will never need storm sewers. everyone is contributing to the problem by <br />run-off and surface water penetration; those that have paid towards storm sewer <br />improvements should be excluded from a district and re-included at . certain <br />point in time to insure that they are contributing towards the future <br />maintenance needs of their systems. Commissioner Hardin stated that he does <br />favor the multi-district method because it more accurately defines tbe area <br />needing storm sewer improvements; another viable alternative would be to pay <br />for storm sewer improvements out of the City's Ad 'alorem tax funds thereby <br />giving the entire City a say in whether or not storm sewer projects are put in. <br /> <br />Commissioner Ippel amended his motion to include the following alternative: <br /> <br />3.
