Stine ^'~~ <br />Area Hydrologist~Vv\ <br /> <br />PHONE <br /> <br />296-7523 <br /> <br />J U L 2 0 1988 <br />RECEIVED <br /> <br />SUBJECT <br /> <br />JULY 15, 1988 FIELD INSPECTIONS <br /> <br />On July 15, 1988 I made field inspections with two property owners <br />in Ramsey on Juniper Ridge as follows: <br /> <br />1. 15845 Juniper Ridge Drive - Mrs. Linda Kennen proposes to <br />install an above grade pool with a deck in her backyard. <br />Evidently a variance case was heard on this lot when the <br />home was originally constructed. I measured the setback of <br />the proposed pool and it would be roughly 30 feet or <br />greater from the bluffline; however, they are interested <br />in staying as far away from the house as is possible. If <br />they were to meet the 3D-foot bluff setback, there would <br />be approximately 8-feet separating the pool and deck from <br />the house. Mrs. Kennen did not believe this ...TQuld be a <br />problem. I stated that a variance would likely be <br />required because the home does not meet the 150 setback <br />from the river. <br /> <br />we evaluated alternative locations for the pool and there <br />were none: the septic system and drainfield are located <br />in one side yard; the other side yard is the driveway for <br />the house, and; the City Code and Minnesota Health <br />Department regulations do not allow placement of a pool in <br />the front yard. <br /> <br />The area where the pool would be constructed is completely <br />screened from view from the river by topography and <br />vegetation. Additionally. the slope of the lot is away <br />from the river which would alleviate any runoff/erosion <br />concerns. I stated that I would likely not object to a <br />variance on this lot for the proposed pool. <br /> <br />2. 15855 Juniper Ridge Drive - I met ~~th David Reid of Park <br />Kursery, com:ractor for this site. This is the Io::mer <br />Regency Homes variance site where the riverbank failed due <br />to exposed soils and improper location of the house. I <br />noted, while at this site, that the required tree <br />plantings as a condition of the variance cer~ification for <br />the house has not occurred. The proposal at this site is <br />to install riprap at the base of the slope to protect it <br />from further failure. <br /> <br />51 <br />
