<br />Councilmember Cox noted that most of the concerns of etro municipalities <br />conflict with the concerns of those communities on tee outer edge of the <br />metro area. Ramsey City Council supports rural munitCiPality legislation <br />and objects to metro legislation that generates sup ort for innercourse <br />cities. <br /> <br />Mr. Hartley stated that he has reviewed the policies f AMM and he doesn't <br />believe there are any policies on their ballot that ould be in conflict <br />with the interests of Ramsey. <br /> <br />Motion by Councilmember Cox and seconded by Coun ilmember Pearson to <br />designate Mr. David Hartley as Ramsey' contact pe son for legislative <br />is sue s. <br /> <br />Further Discussion: Councilmember Cox stated that any issues brought to <br />Mr. Hartley's attention that appear to be in conflict with tbe policies of <br />City Council should be brought to the Council's atte tion by Mr. Hartley. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Council embers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />f) Acquisition of easements from Burlington Northern for storm sewer <br />improvements - <br /> <br />.'\ <br />? <br /> <br />Mr. Hartley stated that Burlington Northern has agreed to accept from <br />Ramsey a one-time payment of $150 for easeme ts for storm sewer <br />improvements rather than an up-front payment and ann al payments as long as <br />the facilities remain in their right-of-way. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca <br />authorizing entering into an agreement to pay $1 0.00 for a lifetime <br />easement across Burl ing t on Nor thern r igh t- of- ay for. storm sewer <br />improvement s. <br /> <br /> <br />Sorteberg, Cox, <br /> <br />Further Discussion: Councilmember Cox stated that e thinks it might be <br />possible to obtain that lifetime easement for no fee; if not, "this motion <br />should stand. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Mayor Reimann inquired as to the status of implementation of tbe private <br />railroad crossing at Dayton Port for Nortbfork truck traffic. <br /> <br />Mr. Hartley statedtbat Burlington Nortbern is requiring Nortb Fork to <br />fence and gate Dayton Port before tbey will begin m king improvements to <br />'the crossing. <br /> <br />Council directed staff to research wbat revenue sour es migbt be available <br />City Council/December 22, 1987 <br /> <br /> <br />ennedy of Burlington <br />tbe railroad tracks. <br /> <br />Councilmember Cox stated tbat be has met witb Pat <br />Nortbern regarding possible alignments for relocatin <br /> <br />_i <br /> <br />Page 12 of 15 <br />
