5 Minutes

CASE #20:

PARK MAINl'ENANCE SPECIFICATIONS
By: Dave Hartley, City Administrator

Background:

fvbdified park maintenance sp:cifications have been prep3.red and are available
for Council review. Due to the fact that bids could not be received until the
middle of the park maintenance season, it is not likely the Council will
receive bids on a camp:titive basis.

The work that has been accomplished in preparation of sp:cifications should not
totally be abandoned; it is Staff's recommendation that bids be accepted in
early spring of 1989. However, if Council wishes to proceed with this project
in 1988, sp:cifications are ready and bids may be received with two weeks
published notice thereby making it possible to receive bids as early as July 1,
1988.

,;
f

Recommendation:

If the Council accepts Staff's recorrnnendation to delay taking bids until 1989,
then the Council should again consider purchasing a mower and sprayer to
complete that work with City forces during 1988. Further, this would provide
the option to the Council of bidding half of the park maintenance to a private
contractor and retaining the other half of park maintenance as a way of
evaluating contracting out.

Council action depends on your discussion.

Cbr

Review Checklist:

Administrator ~
Attorney
Engineer
Commmity Developnent Director

Chief of Police
Finance Officer
Public Works Superintendent
other

9JS
