-192— <br />Preliminary Plat: Amber Ridge 2nd Addition <br />June 29, 2006 Revised August 3, 2006 <br />3 of 4 <br />• A drain tile line from a catch basin structure on the common line of Lots 10 and 11 of <br />Block 1 of Amber Ridge Addition terminates in the existing low point of the proposed <br />subdivision. This structure appears to drain three rear yards and is too low to be drained <br />into the drainage pond servicing the subdivision. The final constructions plans shall <br />detail a subsurface drainage system for this existing drain which shall be located in an <br />area protected with a drainage and utility easement. <br />• A permit from the Lower Rum River Water Management Organization will be required. <br />• Documentation must be provided to MnDot showing that the existing runoff rates <br />flowing to the TH 47 right of way are maintained. <br />Utilities: All lots are proposed to be served by municipal sewer and water. An existing sanitary <br />sewer is available to service the lots in the proposed plat. Sanitary sewer lateral charges will be <br />collected in addition to sanitary sewer trunk charges at the time of final plat._ An eight inch <br />watermain is proposed to be installed to service the lots in this plat. Watermain trunk charges <br />will be collected at the time of final plat. The water hydrant at the north end of the plat should <br />remain and not be relocated as proposed in the utility plan. <br />Tree Preservation and Planting Plan: The tree preservation plan is acceptable. The revised <br />landscaping plan, dated July 18, 2006, is acceptable as well. However, some consideration <br />should be given to additional landscaping along the western edge of Lot 5 Block 1 since this lot <br />is adjacent to Highway 47. The landscaping would act as a buffer to both noise and dust <br />generated by traffic. <br />Density Transition: The subject property is bounded on the north and east by low density single <br />family urban lots and density transitioning will not be required. <br />Wetlands: Any wetlands present on the property must be delineated on the preliminary plat and <br />encumbered with drainage and utility easements on the final plat. The plans submitted do not <br />identify any wetlands on the property. <br />Park Dedication: The Park Commission met on February 9, 2006 and recommended a cash <br />payment to satisfy park dedication requirements. The current cash requirement is $2,400.00 per <br />unit. The Commission also directed Staff and the Developer to investigate the feasibility of a <br />boardwalk connection from T.H. #47 trail to Waco Street, across City property and wetland. <br />Trail Fee: The plat will be subject to Trail Fees and they must be paid prior to release of the final <br />plat for recording. The current rate is $580.00 per unit; the rate in effect at the time of final plat <br />approval will be utilized. There is an existing bituminous trail parallel to the plat along T.H. <br />#47; no further trail construction is required. <br />
