June 30, 2006 <br />Revised August 4, 2006 <br />15153 Nowthen Boulevard NW • Ramsey, Minnesota 55303 <br />City Hall: (763) 427 -1410 • Fax: (763) 427 -5543 <br />www.ci.ramsey.mn.us <br />Jeff Litfin and Larry Hillard <br />MN Skyline Partners, LLC <br />9505 Blackoaks Lane <br />Maple Grove, MN 55311 <br />Re: Preliminary Plat, Preliminary Site Plan Review, Comprehensive Plan Amendment and <br />Rezoning to Planned- Unit - Development for Skyline Pointe <br />Dear Mr. Litfin and Mr. Hillard: <br />We are in receipt of your revised preliminary plat, site plan, zoning amendment, and <br />comprehensive plan amendment applications to develop townhouse units on the property located <br />generally on the southwest corner of Alpine Drive and Nowthen Boulevard (County Road 5). <br />The preliminary plat submittal consists of 1 plat sheet prepared by Midwest dated June 5, 2006, <br />revised June 20, 2006 and July 25, 2006 and Site Plan, Grading, Drainage, Utility plans dated <br />June 23, 2006 and Landscape /Tree. Preservation Plans prepared by LHB dated June 23, 2006, <br />revised July 25, 2006. We offer the following comments: <br />General: The property is 16.97 acres in size and is located on the southwest corner of Alpine and <br />Nowthen Boulevard (County Road 5). The preliminary plat of Skyline Pointe proposes 18 <br />bungalow units and 34 attached townhome units. All homes are proposed to share common open <br />space areas under the management of a homeowners' association. <br />Zoning: The subject property is currently zoned R -1: Single Family Development, which allows <br />up to 3 units per net acre, or 4 units per acre in a mixed use development. Townhomes are not a <br />permitted use within this district at this density, and a comprehensive plan amendment to <br />Medium Density Residential and a rezoning to Planned Unit Development (PUD) is being <br />processed with the application for subdivision. <br />Density: The overall development proposes a density of 4.7 units per net acre. This represents a <br />reduction from 6.2 units per net acre that was originally proposed, but still requires a <br />comprehensive plan amendment. <br />Setbacks: The proposed townhome units meet building separation regulations and setbacks from <br />public and private streets. The proposed bungalow units are shown to be 20 feet apart from, <br />building -to- building, which conforms to the townhome and single family regulations for building <br />spacing. <br />—285-- <br />
