-286— <br />Preliminary Plat: Skyline Pointe <br />June 30, 2006 <br />Revised August 4, 2006 <br />Page 2of8 <br />Access and Streets: Skyline Pointe proposes to gain access off of both 151 Lane and Alpine <br />Drive. The intersection of Alpine Drive and the street labeled as Pointe Drive has been moved <br />west to establish a distance of 250 feet from the intersection of Alpine Drive and Nowthen <br />Boulevard. Additionally, a series of private streets are proposed to access the proposed <br />townhomes. The road labeled Kingsway Circle is a permanent cul -de -sac that is approximately <br />550 feet in length, and conforms to City Code. <br />All streets must follow the City Street Naming Grid. Please revise Pointe Drive to Osmium <br />Street. Please revise North Stering Drive to 151 Circle and Kingsway Circle to Potassium <br />Circle. <br />Sidewalks: Sidewalks are required on at least one side of all public streets. A sidewalk is <br />proposed along the north side of 151 Lane from the west plat boundary to Nowthen Boulevard <br />and along the east side of Pointe Drive. <br />Traffic Generation Analysis: The traffic generation report has been submitted for the proposed <br />Skyline Pointe Development. The report indicates that this development will produce 350 <br />additional cars per day, half of which will enter onto 151 Lane. However, the majority of cars <br />will pass the intersection of 151 Lane and Nowthen Boulevard. <br />Anoka County's Highway Department will also have the opportunity to comment regarding this <br />development. It should be expected that the County will require the construction of turn lanes on <br />Nowthen Boulevard (CSAH 5). <br />Grading: A two sheet grading and drainage plan has been prepared by LHB Inc. Staff has <br />reviewed this plan and offers the following comments: <br />• The emergency overflow elevations do not appear to appear accurately of the plan. <br />• Spot elevations are requested along the paths and at the street to help determine yard <br />grades to insure adequate drainage. <br />• Street high points and slopes grades should be added to the plan. <br />Drainage and Stormwater Management: The drainage from the proposed development is <br />directed into three distict ponding systems prior discharge into wetland 114P which borders the <br />site on the west and north. Drainage from the southernmost portion of the site is directed into <br />ponds A 1 and A2 prior to overflow into the wetland to the west. The drainage system proposed <br />would include the redirecting the catch basin which currently drain 151 Lane into the drainage <br />and utility easement that is located on lot 3 block 1 of the Juskiewicz Addition adjacent to the <br />proposed development. This existing storm sewer would be abandoned. The middle portion of <br />the proposed development would drain to Pond B and also overflows into wetland 114P. The <br />northerly portion of the site drains into Pond c l and overflows northward across Alpine Drive <br />into a segment of Wetland 114 P. A permit must be obtained from the Lower Rum River Water <br />Management Organization. <br />Utilities: The development will be served by municipal sanitary sewer and watermain. The <br />sanitary sewer will be extended to the site from the trunk sewer line which is located <br />
