AND WHEREAS, the Comprehensive Plan approved in 2001 shows the designated land <br />use for the Subject Property is Low Density Residential which allows up to 3 dwelling units per <br />acre; and <br />WHEREAS, the Applicant is requesting that the designated land use for the Subject <br />Property be changed to Medium Density Residential which allows up to 7 dwelling units per acre; <br />and <br />WHEREAS, the Applicant will be responsible for the cost of providing public <br />improvements to the Subject Property, including construction of any necessary roadway <br />improvements and all City costs incurred in processing the development request; and <br />WHEREAS, the land use change from low density residential to medium density residential <br />development for the three unplatted parcels on the northern portion of the site (is / is not) <br />compatible with existing development in the surrounding area; and <br />WHEREAS, traffic impacts of the proposal (have/have not) been determined for the <br />adjacent streets and affected collector streets, and any impacts resulting in a safety hazard, increase <br />in fire or police response time, or substantial increase in traffic congestion will/will not be <br />mitigated, and potential future travel corridors have /have not been identified and preserved where <br />feasible; and <br />WHEREAS, the City's expenditures for new or additional services required by the <br />proposed land use (will/will not) be recovered if the proposal goes forward; and <br />WHEREAS, environmentally sensitive resources (are /are not) known, and as per section <br />9.21.01 of the city code "development (is /is not) designed to minimize risk of environmental <br />damage to these areas; and <br />—300— <br />WHEREAS, the adjacent land uses to the south and east are low density residential; and <br />WHEREAS, the land use to the north is medium density residential; and <br />WHEREAS, the land cover to the west is wetland and parkland. <br />WHEREAS, the Ramsey Planning Commission met on July 10, 2006, conducted a public <br />hearing, and reviewed the request in accordance with Resolution #05 -04 -110 (Interim Policy For <br />Land Use Changes); and recommended denial of the comprehensive plan amendment based on <br />inadequate reasoning to increase density and traffic concerns; and <br />WHEREAS, there is a wetland on the western portion of the property and the applicant is in <br />compliance with the Wetland Preservation and the City of Ramsey Wetland Buffer Ordinance with <br />a proposed 30 foot buffer from the wetland, along with a 15 foot building setback from the buffer; <br />and <br />WHEREAS, sewer and water capacity (is /is not) adequate to service the proposed <br />development and existing residents (shall/shall not) be assessed for any necessary improvements; <br />and <br />RESOLUTION #06 - _ <br />Page 2 of 3 <br />
