In addition to the assessed portions of these projects there are a costs which would need to be <br />funded by the sewer and water trunk funds for extending the utilities to the project limits and <br />looping the watermain to provide a second source in the event. Two options for watermain <br />looping are available: <br />■ Option A• with a loop through 157 Lane: Total project cost of approximately $3.2 <br />million; $1.5 million would be assessed; City cost of $1.6 million for the extension from <br />149 up to 157 and the looping. <br />• Option B with 157 Lane as a stand -alone project: Total project cost approximately $2.4 <br />million; $1 5 million would be assessed; City cost is reduced to approximately $930,000 <br />due to the looping costs being reduced. <br />• Ramsey Boulevard as a stand -alone project: Total project cost approximately $1.6 <br />million; approximately $1.3 million in potential assessments; City cost of approximately <br />$250,000. <br />Mr. Martini advised there is a potential for savings if the 157 Lane and Ramsey Boulevard <br />projects are combined with approximately $350,000 of the watermain extension that could <br />potentially be assessed. This would reduce the costs in the 157 Lane scenario if both projects <br />were to proceed. <br />Discussion with the petitioning residents suggested that the petitioners were anticipating future <br />subdivision of their properties, however they were also interested in discussing which elements <br />of the improvements were necessary at this time and which might be deferred to a later date. <br />relating to which elements. In particular it was questioned whether sidewalk improvements <br />should be installed at this time. <br />Recommendation: It was the recommendation of the Public Work Committee to have this topic <br />reviewed by the City Council at a future work session. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #2 Consider Turnback of CR 64 by Anoka County <br />Background: <br />Staff explained at the present time this roadway is in poor condition with two 10 -foot travel lanes <br />and no shoulders. Prior to turnback to the City the roadway could be reconstructed with two 12 <br />foot travel lanes and four foot paved shoulders along with 12 foot turn and bypass lanes at <br />Armstrong Boulevard, Variolite Street and Nowthen Boulevard at an estimated cost of $1.25 <br />million. Staff advised the Committee that development pressures within this area may cause the <br />City to consider two other options, which were suggested by the County short of the cost of full <br />reconstruction. The first alternative would be to reclaim the existing bituminous and repave with <br />12 -foot lanes. In addition this alternative would include mucking out the widening required along <br />the wetlands located on the east and west ends of the project. This alternative would reduce the <br />cost of the project to $800,000. A second alternative would consist of a simple overlay and <br />
