CASE # <br />DISCUSS SEWER AND WATER EXTENSION FEASIBILITY STUDIES FOR <br />157 LANE AND RAMSEY BOULEVARD <br />By: Steven Jankowski, City Engineer <br />Background: <br />The initiation of the Northwest sanitary sewer and water project has caused interest <br />among some existing residential properties in the area for connecting to City municipal <br />service. On July 8, 2005 petition was received requesting the extension of sanitary sewer <br />and water to nine properties fronting on (or near) Ramsey Boulevard. On February 14, <br />2006 a petition was received requesting the extension of sanitary sewer and water along <br />157 from Ramsey Boulevard east to the cul de sac. This petition was signed by 15 <br />of the 17 properties that would be benefited from the utility extension. While both <br />petitions represent distinct projects their proximity to each other has some _ _ <br />interconnection toward project costs, particularly those cost associated with trunk costs <br />that would be borne by the City. <br />Additionally, these two projects differ significantly in another respect. The project area <br />for the 157 Lane project is quite well defined while that of the Ramsey Boulevard <br />project could be configured in a number of varying alternatives. For this reason the <br />development of the feasibility study for the 157 Lane project has been refined to a draft <br />document, while the Ramsey Boulevard project still has a number of issues that would <br />need to be defined before achieving that status. <br />The purpose of this case is to present to the Public Works Committee the current status of <br />these studies and to outline the issues that would be helpful to discuss and receive input <br />on prior to proceeding to their being finalized. The engineering firm of Bolton & Menk <br />Inc. has been preparing these feasibility studies and Mr. David Martini will be at the <br />meeting to make a presentation on the issues staff feels should be discussed prior to <br />finalizing these studies. Because of the more advanced status of the 157 Lane feasibility <br />study, notice that this project is to be discussed at this meeting was mailed to the property <br />owners. Below is a brief synopsis of the issues to be discussed: <br />• Assessment Policy If the basic unit of assessment is to be the front foot, how will <br />corner lots and cul de sac lots be assessed? <br />• Watermain Looping It has been City policy to encourage the looping of <br />watermain to ensure that only a limited number of units are impacted from a <br />segment of the system being isolated for an outage. The requirement for and <br />location of watermain looping have cost implications on both of these projects. <br />• Scope of Improvements These projects represent contrasting situations for the <br />consideration of ancillary improvements that might be installed along with the <br />water and sanitary sewer utilities. It had been directed that all improvements <br />typically included in new sewer and water developments be included with the <br />157 th <br />Lane project.
