CASE # DISCUSS SEWER AND WATER EXTENSION FEASIBILITY STUDIES FOR 157 LANE AND RAMSEY BOULEVARD By: Steven Jankowski, City Engineer Background: The initiation of the Northwest sanitary sewer and water project has caused interest among some existing residential properties in the area for connecting to City municipal service. On July 8, 2005 petition was received requesting the extension of sanitary sewer and water to nine properties fronting on (or near) Ramsey Boulevard. On February 14, 2006 a petition was received requesting the extension of sanitary sewer and water along 157 from Ramsey Boulevard east to the cul de sac. This petition was signed by 15 of the 17 properties that would be benefited from the utility extension. While both petitions represent distinct projects their proximity to each other has some _ _ interconnection toward project costs, particularly those cost associated with trunk costs that would be borne by the City. Additionally, these two projects differ significantly in another respect. The project area for the 157 Lane project is quite well defined while that of the Ramsey Boulevard project could be configured in a number of varying alternatives. For this reason the development of the feasibility study for the 157 Lane project has been refined to a draft document, while the Ramsey Boulevard project still has a number of issues that would need to be defined before achieving that status. The purpose of this case is to present to the Public Works Committee the current status of these studies and to outline the issues that would be helpful to discuss and receive input on prior to proceeding to their being finalized. The engineering firm of Bolton & Menk Inc. has been preparing these feasibility studies and Mr. David Martini will be at the meeting to make a presentation on the issues staff feels should be discussed prior to finalizing these studies. Because of the more advanced status of the 157 Lane feasibility study, notice that this project is to be discussed at this meeting was mailed to the property owners. Below is a brief synopsis of the issues to be discussed: • Assessment Policy If the basic unit of assessment is to be the front foot, how will corner lots and cul de sac lots be assessed? • Watermain Looping It has been City policy to encourage the looping of watermain to ensure that only a limited number of units are impacted from a segment of the system being isolated for an outage. The requirement for and location of watermain looping have cost implications on both of these projects. • Scope of Improvements These projects represent contrasting situations for the consideration of ancillary improvements that might be installed along with the water and sanitary sewer utilities. It had been directed that all improvements typically included in new sewer and water developments be included with the 157 th Lane project. A significant portion of the utility frontage on the Ramsey
